The Sun, in the form of God, with thousands of rays in the form of sentience, rises in the great sky in the form of heart region of all the beings. He sheds light on all the three worlds in the form of the different states of life (wakefulness, dream and deep slumber), and awakens the wandering beings (souls) deluded through the wondrous power,—Māyā. He sheds his light on the fully blown lotus flowers in the form of sense-objects, springing in the lake in the form of all visible objects in the universe, and makes the black bee, in the form of the being, with six feet in the form of five senses and the mind, feed itself on the lotus. This metaphor apart, God abides in the hearts of all the beings and shines (manifests Himself) there under the cover in the form of egotism of the beings. Staying inside behind the curtain in the form of delusion (Māyā), he plays the wire-puller and makes dance outside, the shadow-pictures of all the diverse orders numbering 84 lakhs. He invests all beings—from the very God Brahmadev down to the lowest insect—with body-forms according to their respective merit. The body-form which is displayed before the creature (soul) and which is commensurate to his merit, assumes 'I'-ness and it (the 'I' notion) gets complete hold over that body. A thread should get entangled into another or a grass blade should bind another one, or a child should try to grasp its own reflection in water: in that way, the soul develops and a sense of identity with its own shadow in the shape of the body-form and the feeling that the body-form is the soul starts pulsating. Thus He (God Almighty) makes the being hold fast to the mechanism of his body-form and then he moves the thread in the form of action in past lives. Then the being gets momentum (i.e. begins to act) by virtue of (the notion of) particular thread in the form of actions of the past lives, with which he is independently connected. In that way, Oh Dhananjaya, God makes the beings whirl round and round between the Heaven and the Earth, in the way the wind makes hay whirl round and round in the sky. The beings set about their activity (in the world) as willed by the Divine authority, in the way (a piece of) iron is set in motion (moves in a circle) following the attractive power of the loadstone. The ocean and the others indulge in their frolic through their proximity to the Moon, Oh Dhananjaya, viz. the ocean gets in full tide, the Moon-stone begins to ooze out, the night lotus begins to blow itself open, while the bird Chakora feels jubilant. In that way God Almighty makes the beings dance in different ways following the primal nature (as determined by their respective destiny) and that very God abides in your heart. That inner urge, which not allowing itself to be identified with Arjuna, rises up in you—that feeling of I-ness—is the real aspect of God. Therefore, that God will (as of certainty) set the Prakriti to action and that Prakriti will make you fight, even though you may (wish to) fight. Therefore, God is the sole Lord—master, and he directs the Prakriti, (it is but proper that) you should permit your organs to function freely in harmony with the constitution of your Prakriti. Thus whether you should or should not act (fight), you should leave it all to the Prakriti—that Prakriti which works under the authority of God that dwells in your own heart.

EnglishĪśvaraḥ sarvabhūtānām hṛddese'rjuna tiṣṭhati bhrāmayansarvabhūtāni yantrārūḍhāni māyayā'—The Lord, Who is an impartial controller, sustainer and conductor, of all beings, causes those beings to revolve like wooden dolls, mounted on a wheel, who have assumed their body, as 'I' or 'mine'.
Just as, a man boarding a train goes only to stations, where it arrives and when he gets off it, he has not to go to those other stations where the train further goes; similarly, so long as a man assumes his affinity of 'I'ness and 'mineness', with this body, the Lord conducts him, according to his nature* and he revolves, following the cycle of birth and death.
This affinity of 'I'ness and mineness, gives birth to attachment and aversion, which make the nature impure. This impurity of
* Nature dwells in the causal body. The same nature is revealed in subtle body and physical body.
nature, compels him to perform actions. But when he renounces his affinity with his body, his nature becomes purified, by being free from attachment and aversion, and he is not helplessly driven, to action. In that case, he is not conducted, by the illusive power of the Lord.
Now, a doubt arises whether a man is free to act, according to his will or does he depend for his actions, on any other agency? If he depends on any other agency, how can he perform, only those actions which are prescribed by scriptures?
The answer is, that as ice is frozen in a refrigerator, and heat is produced by a heater, according to their own mechanism, though both of the machines are run by electricity. Electricity, has no will and insistence of its own, that it would run only a particular machine. But, it works every machine. In the same way, all beings revolve, according to their own nature, by drawing inspiration and energy, from the Lord. It means, that persons of good nature, perform virtuous deeds, while persons of evil nature, perform evil deeds. Thus, one's own nature, is responsible for the performance of good and evil deeds. But, a point needs special attention. A man is free in purifying his nature, or in sullying it, while other creatures such as birds, beasts and even the gods are not free, in improving their nature. The Lord by His grace, has bestowed upon us this human body, so that we may attain salvation. So a man, should attain it by improving his nature.
When the Lord declares, that He dwells in the hearts of all beings, He means to say, that just as water pervades everywhere under the earth, but can be received from a well, similarly, the Lord pervades everywhere, yet a heart is His special residence. Similarly, in the third chapter it has been declared, that the all-pervading Lord, is always present in sacrifice (Yajña) (Gītā 3/15).
An Important Fact
A striver, generally commits an error, when he assumes that during adoration, loud-chanting of divine names and meditation
etc., God is far away from him, and He will not be revealed there and then. Similarly, he may think that he does not deserve, God-realization. God is not merciful to him, and so on. So he strengthens the belief, that God is far away from him. But he should have the conviction, that as God pervades everywhere, He is in him and in his body, mind, breath and intellect and chanting also. There is no one nearer, than He is. By having this conviction a striver, should practise adoration, chanting and meditation etc.
Now a doubt arises, that if we assume that the Lord is in us, the Lord and we, will be different. The clarification is, that it is our egoistic notion, which makes us seem different from God. If we accept Him as ours, we become one with Him and love is revealed.
When the Ganges is flooded, water overflows its banks and is filled in pits etc., which are away, from the river. When again it flows in its normal course, the water of the pits, is separated from the main course. This water is considered defiled, like wine. It is dirty. Several germs and insects are born in it and cause diseases. When it is again mixed, with the main stream of the Ganges, its impurity, limitedness and unholiness, go away and it again becomes pure and the holy water of the Ganges.
Similarly, when a man out of his egoistic notion, develops a disinclination for God, he is full of several impurities, such as dependence, hatred, enmity, shortage, disquietude, unevenness, limitedness, inertness and unholiness etc. But, when again he has an inclination for the Lord, and takes refuge in Him, Whose fragment he is, all his impurities, as his separateness from and slavery for the world, perish. The reason is, that he himself being a fragment of the Lord, is free from defects. It is because of his egoistic notion, that defects develop in him.
**Appendix**—The term 'bhrāmaṇan' means that the entire universe is conducted by God's power—'mattah sarvaṃ pravartate' (Gītā 10/8). The Lord inspires beings to act according to their
nature but He does not insist on it. It is because of God's non-insistence, that a man, being swayed (driven) by desire, sense of mine and attachment, performs virtuous and sinful actions; and in order to reap their fruit he goes to the heavenly world or to hells and lower wombs. But he, who takes refuge in God, God inspires him specially. Being devoid of egoism, whatever he does, he does it according to God's inspiration.
*Link:— The Lord, in the preceding verse, said that the Lord dwelling in the hearts of all beings, causes them to revolve as if mounted on a machine. In such a case, what should a man do, to get rid of this bondage? The answer comes now.*

हे अर्जुन! ईश्वर अर्थात् सबका शासन करनेवाला नारायण समस्त प्राणियोंके हृदयदेशमें स्थित है। जो शुक्ल स्वच्छ-शुद्ध अन्तरात्मा—स्वभाववाला हो अर्थात् पवित्र अन्तःकरणयुक्त हो उसका नाम अर्जुन है; क्योंकि 'अहश्च कृष्णमहरर्जुनं च' इस कथनमें अर्जुन शब्द शुद्धताका वाचक देखा गया है।
वह (ईश्वर) कैसे स्थित है? सो कहते हैं—
समस्त प्राणियोंको, यन्त्रपर आरूढ़ हुई—चढ़ी हुई कठपुतलियोंकी भाँति, भ्रमाता हुआ—भ्रमण कराता
हुआ स्थित है। यहाँ इव (भाँति) शब्द अधिक समझना चाहिये, अर्थात् जैसे यन्त्रपर आरूढ कठपुतली आदिको (खिलाड़ी) मायासे भ्रमाता हुआ स्थित रहता है, उसी तरह ईश्वर सबके हृदयमें स्थित है, इस प्रकार इसका सम्बन्ध है

Hindi(18.1299) जो सब भूतों के भीतर रहनेहारे हृदय-रूपी महाकाश में ज्ञान-वृत्ति-रूपी हजारों किरणों-सहित उदित हुआ है,
(18.1300) और जो जागृति, स्वप्न और सुषुप्ति इन तीनों अवस्थारूपी तीनों लोकों को सम्पूर्ण प्रकाशित कर विपरीत ज्ञानवाले पथिकों का जागृत करता है, (18.1301) जो वेद-रूपी जल के सरोवर में विषयरूपी कमलों के खिलते ही उन्हें इन्द्रिय-रूपी छः पाँववाले जीव-रूपी भ्रमरों से चरवाता है —
(18.1302) अस्तु, रूपक जाने दे — वह ईश्वर सम्पूर्ण भूतों के अहंकार से आवृत हो सर्वदा उल्लसित है।
(18.1303) निजमाया-रूपी परदे की आड़ में खड़ा हो वह अकेला डोरी हिलाता है और बाहर की ओर चौरासी लाख छायाचित्रों को सजाता
(18.1304) और ब्रह्मा से ले कर कीटक तक सब भूतों को उनके योग्यतानुसार देहाकार दिखाता है,
(18.1305) एवं जिसके सन्मुख, उसके योग्यतानुसार, जो देह रखता है उसे वह जीव समझता है कि यह मैं ही हूँ। इस बुद्धि से वह जीव उस देह पर आरूढ़ हो जाता है।
(18.1306) सूत सूत से ही लपेटा गया हो, घास घास से ही बाँधी गई हो, अथवा बालक जैसे जल में अपना प्रतिबिम्ब देख भ्रम में पड़े,
(18.1307) वैसे ही यह जान कर कि देहस्वरूप से दिखाई देनेहारा मैं ही हूँ, जीव आत्मबुद्धि प्रकट करता है। (18.1308) इस प्रकार शरीर-रूपी यन्त्रों पर जीवों का बैठा कर वह ईश्वर आप पूर्व-कर्मरूपी सूत्र हिलाता है।
(18.1309) तब जिसके लिए जो कर्मसूत्र स्वतन्त्र रच रक्खा हो वह वैसी ही गति का पहुँचता है।
(18.1310) बहुत क्या कहें, हे धनुर्धर! वायु जैसे तिनकों को आकाश में घुमाती है वैसे ही ईश्वर प्राणियों को स्वर्ग और संसार में घुमाता है।
(18.1311) चुम्बक के संग से लोहा जैसे चक्कर खाता है वैसे हो जीवगण ईश्वर की सत्ता से व्यापार करते हैं।
(18.1312) हे धनंजय! जैसे समुद्र इत्यादि, एक चन्द्रमा के सान्निध्य से, अपने-अपने योग्यतानुरूप व्यापार करते हैं —
(18.1313) समुद्र में ज्वार-भाटा आता है, सोमकान्त मणि पसीजता है और कुमुद और चकोर पक्षी आनन्द प्रदर्शित करते हैं,
(18.1314) वैसे ही मूलप्रकृति के वश अनेक जीवों को जो व्यापार में प्रवृत्त करता है वह एक ईश्वर तुम्हारे हृदय में है।
(18.1315) हे पाण्डुसुत! अर्जुनत्व का छोड़ तुममें जो अहंवृत्ति उठती है वही उस ईश्वर का तात्त्विक स्वरूप है। (18.1316) इसलिए यह निश्चय जानो कि वह प्रकृति का प्रवृत्त करेगा, और यद्यपि तुम युद्ध न करो तथापि वह प्रकृति तुम्हें युद्ध में प्रवृत्त करेगी।
(18.1317) तात्पर्य कि ईश्वर स्वामी है, वह प्रकृति का नियमन करता है और प्रकृति अपने इच्छानुसार इन्द्रियों से कर्म करवाती है।
(18.1318) तुम्हें चाहिए कि करना न करना दोनों प्रकृति का सौंप कर प्रकृति भी जिस हृदयस्थ ईश्वर के अधीन है

Hindiभावार्थ— हे अर्जुन! अन्तर्यामी ईश्वर यन्त्ररूप शरीर पर आरूढ़ समस्त प्राणियों को अपनी माया से भ्रमाता हुआ सभी जीवों के हृदय-देश में रहता है।
व्याख्या— भगवान् सभी प्राणियों को इसी प्रकार नचा रहे हैं जैसे सूत्रधार कठपुतलियों को नचाता है। परन्तु यह दृष्टान्त एकदेशी है, क्योंकि जीव कठपुतलियों के समान जड़ नहीं है। किन्तु जिस प्रकार न्यायकारी राजा अपने राज्य में ब्राह्मण-क्षत्रिय आदि वर्णाश्रमों को अपने-अपने धर्मानुकूल चलाता है, किसी को भी कोई अपकर्म नहीं करने देता, उसी प्रकार ईश्वर भी किसी को बुरा काम करने की प्रेरणा नहीं देता। इसी से उसे सूत्रधार बतलाया है। किसी को ऐसी शंका न हो कि अपकर्म भी भगवान् ही कराते हैं, इसीलिये अगले श्लोक में वे भगवान् की शरण में जाने का आदेश देते हैं।
यहाँ उपासना का प्रसंग है, ज्ञान का नहीं। अतः यहाँ भगवद्भजन पर ही जोर दिया गया है, क्योंकि सबके स्वामी और प्रेरक तो भगवान् ही हैं। जिस प्रकार चरख पर चढ़े हुए लोगों को चरखवाला घुमाता रहता है वैसे ही शरीररूप यन्त्र पर चढ़ाकर भगवान् सबको अपनी माया से घुमाते रहते हैं।
उमा दारु-योषित की नाई। सबहिं नचावत राम गुसाई॥
अतः भक्त की दृष्टि किसी के गुण-अवगुण पर नहीं जानी चाहिए। ५९ वें श्लोक में जीव को प्रकृति के अधीन, ६० वें में स्वभाव के अधीन और ६१ वें में ईश्वर के अधीन बताया है। परन्तु इन सबका साक्षी शुद्ध चेतन है।
संगति— अब अगले श्लोक में भगवान् उपदेश का उपसंहार करते हैं। यहाँ तक उन्होंने अर्जुन को कर्म, उपासना, ज्ञान, नीति,
वैराग्य अनेकों प्रकार के उपदेश दिये। अर्जुन उन्हें समझ भी गया होगा। परन्तु इतने पर भी न समझा हो तो अब एकमात्र सर्वश्रेष्ठ उपाय शरणागति का उपदेश करते हैं।

Hindi‘ईश्वरः सर्वभूतानां ... यन्त्रारूढानि मायया’—इसका तात्पर्य यह है कि जो ईश्वर सबका शासक, नियामक, सबका भरण-पोषण करनेवाला और निरपेक्षरूपसे सबका संचालक है, वह अपनी शक्तिसे उन प्राणियोंको घुमाता है, जिन्होंने शरीरको ‘मैं’ और ‘मेरा’ मान रखा है।
जैसे, विद्युत्-शक्तिसे संचालित यन्त्र—रेलपर कोई आरूढ़ हो जाता है, चढ़ जाता है तो उसको परवशतासे रेलके अनुसार ही जाना पड़ता है। परन्तु जब वह रेलपर आरूढ़ नहीं रहता, नीचे उतर जाता है, तब उसको रेलके अनुसार नहीं जाना पड़ता। ऐसे ही जबतक मनुष्य शरीररूपी यन्त्रके साथ ‘मैं’ और ‘मेरे’-पनका सम्बन्ध रखता है, तबतक ईश्वर उसको उसके स्वभावके* अनुसार संचालित करता रहता है और वह मनुष्य जन्म-मरणरूप संसारके चक्रमें घूमता रहता है।
शरीरके साथ मैं-मेरेपनका सम्बन्ध होनेसे ही राग-द्वेष पैदा होते हैं, जिससे स्वभाव अशुद्ध हो जाता है। स्वभावके अशुद्ध होनेपर मनुष्य प्रकृति अर्थात् स्वभावके परवश हो जाता है। परन्तु शरीरसे सर्वथा सम्बन्ध-विच्छेद होनेपर जब स्वभाव राग-द्वेषसे रहित अर्थात् शुद्ध हो जाता है, तब प्रकृतिकी परवशता नहीं रहती। प्रकृति-(स्वभाव-)की परवशता न रहनेसे ईश्वरकी माया उसको संचालित नहीं करती।
अब यहाँ यह शंका होती है कि जब ईश्वर ही हमारेको भ्रमण करवाता है, क्रिया करवाता है, तब यह काम करना चाहिये और यह काम नहीं करना चाहिये—ऐसी स्वतन्त्रता कहाँ रही? क्योंकि यन्त्रारूढ़ होनेके कारण हम यन्त्रके और यन्त्रके संचालक ईश्वरके अधीन हो गये, परतन्त्र हो गये, तो फिर यन्त्रका संचालक (प्रेरक) जैसा करायेगा, वैसा ही होगा? इसका समाधान इस प्रकार है—

यन्त्रमें बर्फ जम जाती है और किसी यन्त्रमें अग्नि जल जाती है अर्थात् उनमें एक-दूसरेसे बिलकुल विरुद्ध काम होता है। परन्तु बिजलीका यह आग्रह नहीं रहता कि मैं तो केवल बर्फ ही जमाऊँगी अथवा केवल अग्नि ही जलाऊँगी। यन्त्रोंका भी ऐसा आग्रह नहीं रहता कि हम तो केवल बर्फ ही जमायेंगे अथवा केवल अग्नि ही जलायेंगे, प्रत्युत यन्त्र बनानेवाले कारीगरने यन्त्रोंको जैसा बना दिया है, उसके अनुसार उनमें स्वाभाविक ही बर्फ जमती है और अग्नि जलती है। ऐसे ही मनुष्य, पशु, पक्षी, देवता, यक्ष, राक्षस आदि जितने भी प्राणी हैं, सब शरीररूपी यन्त्रोंपर चढ़े हुए हैं और उन सभी यन्त्रोंको ईश्वर संचालित करता है। उन अलग-अलग शरीरोंमें भी जिस शरीरमें जैसा स्वभाव है, उस स्वभावके अनुसार वे ईश्वरसे प्रेरणा पाते हैं और कार्य करते हैं। तात्पर्य यह है कि उन शरीरोंसे मैं-मेरेपनका सम्बन्ध माननेवालेका जैसा (अच्छा या मन्दा) स्वभाव होता है, उससे वैसी ही क्रियाएँ होती हैं। अच्छे स्वभाववाले (सज्जन) मनुष्यके द्वारा श्रेष्ठ क्रियाएँ होती हैं और मन्दे स्वभाववाले (दुष्ट) मनुष्यके द्वारा खराब क्रियाएँ होती हैं। इसलिये अच्छी या मन्दी क्रियाओंको करानेमें ईश्वरका हाथ नहीं है, प्रत्युत खुदके बनाये हुए अच्छे या मन्दे स्वभावका ही हाथ है।
जैसे बिजली यन्त्रके स्वभावके अनुसार ही उसका संचालन करती है, ऐसे ही ईश्वर प्राणीके (शरीरमें स्थित) स्वभावके अनुसार उसका संचालन करते हैं। जैसा स्वभाव होगा, वैसे ही कर्म होंगे। इसमें एक बात विशेष ध्यान देनेकी है कि स्वभावको सुधारनेमें और बिगाड़नेमें सभी मनुष्य स्वतन्त्र हैं, कोई भी परतन्त्र नहीं है। परन्तु पशु, पक्षी, देवता, आदि जितने भी मनुष्येतर प्राणी हैं, उनमें अपने स्वभावको सुधारनेका न अधिकार है और न स्वतन्त्रता ही है। मनुष्य-शरीर अपना उद्धार करनेके लिये ही मिला है, इसलिये इसमें अपने स्वभावको सुधारनेका पूरा अधिकार है, पूरी स्वतन्त्रता है। उस स्वतन्त्रताका सदुपयोग करके स्वभाव सुधारनेमें और स्वतन्त्रताका
* स्वभाव कारणशरीरमें रहता है। वही स्वभाव सूक्ष्म और स्थूल-शरीरमें प्रकट होता है।
दुरुपयोग करके स्वभाव बिगाड़नेमें मनुष्य स्वयं ही हेतु है। ईश्वर सम्पूर्ण प्राणियोंके हृदयदेशमें रहता है—यह कहनेका तात्पर्य है कि जैसे पृथ्वीमें सब जगह जल रहनेपर भी जहाँ कुआँ होता है, वहींसे जल प्राप्त होता है; ऐसे ही परमात्मा सब जगह समान रीतिसे परिपूर्ण होते हुए भी हृदयमें प्राप्त होते हैं अर्थात् हृदय सर्वव्यापी परमात्माकी प्राप्तिका विशेष स्थान है। ऐसे ही तीसरे अध्यायमें सर्वव्यापी परमात्माको यज्ञ-(निष्काम-कर्म-) में स्थित बताया गया है—‘तस्मात्सर्वगतं ब्रह्म नित्यं यज्ञे प्रतिष्ठितम्’ (गीता ३। १५)।
विशेष बात
साधककी प्रायः यह भूल होती है कि वह भजन, कीर्तन, ध्यान आदि करते हुए भी ‘भगवान् दूर हैं; वे अभी नहीं मिलेंगे; यहाँ नहीं मिलेंगे; अभी मैं योग्य नहीं हूँ; भगवान्की कृपा नहीं है’ आदि भावनाएँ बनाकर भगवान्की दूरीकी मान्यता ही दृढ़ करता रहता है। इस जगह साधकको यह सावधानी रखनी चाहिये कि जब भगवान् सभी प्राणियोंमें मौजूद हैं तो मेरेमें भी हैं। वे सर्वत्र व्यापक हैं तो मैं जो जप करता हूँ उस जपमें भी भगवान् हैं; मैं श्वास लेता हूँ तो उस श्वासमें भी भगवान् हैं; मेरे मनमें भी भगवान् हैं, बुद्धिमें भी भगवान् हैं; मैं जो ‘मैं-मैं’ कहता हूँ, उस ‘मैं’ में भी भगवान् हैं। उस ‘मैं’ का जो आधार है, वह अपना स्वरूप भगवान्से अभिन्न है अर्थात् ‘मैं’-पन तो दूर है, पर भगवान् ‘मैं’-पनसे भी नजदीक हैं। इस प्रकार अपनेमें भगवान्को मानते हुए ही भजन, जप, ध्यान आदि करने चाहिये।
अब शंका यह होती है कि अपनेमें परमात्माको माननेसे मैं और परमात्मा दो (अलग-अलग) हैं—यह
**परिशिष्ट भाव—‘भ्रामयन्’** का तात्पर्य है कि संसारमात्रका संचालन भगवान्की ही शक्तिसे हो रहा है—‘मत्तः सर्वं प्रवर्तते’ (गीता १०। ८)। भगवान् प्राणियोंको उनके स्व-स्वभावके अनुसार कर्म करनेकी प्रेरणा तो करते हैं, पर उसमें अपना आग्रह नहीं रखते। भगवान्का आग्रह न होनेके कारण ही मनुष्य अपनी कामना-ममता-आसक्तिके वशीभूत होकर पुण्य अथवा पाप करता है और उनका फल भोगनेके लिये स्वर्गादि लोकोंमें अथवा नरकों और नीच योनियोंमें जाता है। परन्तु जो भगवान्के शरण हो जाता है, उसको भगवान् विशेष प्रेरणा करते हैं। अहंकार न रहनेसे वह जो कुछ करता है, भगवान्की प्रेरणाके अनुसार ही करता है।
सम्बन्ध—अब भगवान् यन्त्रारूढ़ हुए प्राणियोंकी परवशताको मिटानेका उपाय बताते हैं।
Īśvaraḥ is the all-pervading Supreme Lord as the indwelling monitor within hṛd deśe, the core of the heart, which is the source of all consciousness, the basis of all actions - pravṛtti or passive and Nivritti or energetic.
The Supreme Lord abides simultaneously in the etheric heart of every jīva or embodied being in a subatomic form known as paramātma the Supreme Soul.
Once so installed the Supreme Lord activates, energises and animates the physical body of the jīva or embodied being.
Māyā, the external illusory potency bombasts and buffets the jīvas interminably in the material existence in accordance to and consistent with the guṇa or mode of material nature which is predominate.
The Brihadaranyaka Upaniṣad III.VI.XV beginning yah sarvesu bhutesu tisthan states:
“The Supreme Lord abides in all beings and controls all living entities internally.”
