Here Lord Krishna explains that the buddhi or intellect of those situated in raja guṇa the mode of passion are unable to discern between the two types of dharma or righteousness, given in the previous verse, or their opposite of adharma or unrighteousness which subjects one to inappropriate actions according to time, place and circumstances.

31 'By which Dharma (Righteousness) and Adharma (Unrighteousness), what is proper to do and what is not proper to do, one discerns, (but) not as these actually are; that intellect, O Son of Pṛthā, is Rajas-dominated. (718)

The mixture of milk and water is (holds good) only in the region (case) of herons: There is no distinction such as day and night with one blind; the black bee which devours honey in the flowers, also carves the wood, and its state as blackbee is not lost. In that way the (Rajas) intellect deals in actions without discriminating between righteous as also religious acts and unrighteous as also irreligious acts. One taking (purchasing) pearls with eyes shut up can hardly secure the best ones. It comes to his lot to get such as are otherwise than good. Normally such (Rajas) intellect mixes together desirable and undesirable actions, the undesirable ones are left out only if by chance they are not forthcoming on the spot; and this intellect is Rajas-dominated one. This intellect does all actions without looking if they are pure or impure, in the way one should go on extending invitations (to some ceremony) wholesale without considering the worthiness or otherwise (for being invited) of the invitees.

'Yayā dharmamadharmam ca'—Noble pursuits, which are prescribed by scriptures and which lead a man to salvation, are covered by the term 'Dharma', while evil pursuits, which are prohibited by scriptures and which hurls a person into the dark abyss of hell are included in 'Adharma' Service to parents and other elderly people, acts of benevolence, such as construction of wells, hospices, hospitals, offering charity to the poor, the needy, and spending money liberally for the society without expecting any reward—these acts are included in Dharma. But, inflicting pain on others for one's own selfish motive, is Adharma. In fact, that which leads to emancipation is Dharma, while what leads to bondage, is Adharma.

'Kāryam cākāryameva ca'—That which has been sanctioned by scriptures, according to one's caste, (social order) stage of life, at a particular time and place, is 'Kārya' (duty), while what is forbidden by scriptures and which ought not to be done, is 'Akārya' (prohibited action). Some acts, which are worth performing for a particular class, may be worth abstaining from, for people of another. To beg alms, officiating at sacrifices and marriages, and accepting charity and gifts etc., are worth performing, for a Brāhmaṇa (a member of the priest class), while such acts are forbidden for members of warrior class, trading and labouring classes.

A servant, should perform his duty honestly and whole-

heartedly, by devoting full time and energy. He should abstain from bribery, idleness and laziness. Similarly, government officers, should work for public welfare, by giving up their selfishness and pride.

The path of work and renunciation, fear and fearlessness, bondage and liberation mentioned in 'Sāttvika' intellect, should also be included in the expression, 'Eva ca' (Even and).

'Ayathāvatprajānāti buddhiḥ sā pārtha rājāsī'—Because of passion (attachment), the Rājasika intellect possesses evil propensities, such as selfishness, partiality and inequanimity etc. So it cannot know what is right, and wrong; what is fear, and fearlessness; what ought to be done and what ought not; and what are bondage, and liberation.

Attachment to a person, thing, incident, action and circumstance, causes aversion for other persons, things, incidents, actions and circumstances etc. A man, gets entangled in the world, through attachment and aversion. When he gets attached to the world, he cannot know the reality of world. He can see the reality of world, if he remains indifferent to it. But he can know the Lord, by identifying himself with Him.

In sāttvika intellect, discrimination is aroused, while in rājasika intellect, it is veiled and becomes faint, because of passion. So the intellect, does not remain pure, as water does not remain pure, when earth is mixed in it. Therefore, a person of rājasika intellect, cannot discriminate, between right and wrong and between what ought to be done and what ought not to be. So, he cannot perform, what ought to be and cannot abstain, from what ought not to be done.

Appendix—He who does not even know Dharma (righteousness) and Adharma (unrighteousness), what ought to be done and what ought to be refrained from properly, how will he know bondage and liberation? He can't know. Because of his passionate intellect, he can't know them in reality as there is predominance of attachment in him, so he can not attach

significance to discrimination. Being swayed by the perishable objects, his discrimination disappears.

(18.719) जो फूलों के मकरन्द का सेवन करता है वही लकड़ी में भी छेद करता है पर जैसे उसका भ्रमरत्व नष्ट नहीं होता,

(18.720) वैसे ही जो बुद्धि कार्य और अकार्य, धार्मिक और अधार्मिक विषयों का यथार्थतः न समझ कर उनका आचरण करती है,

(18.721) अजी! जैसे परखे बिना मोती लिये जाय तो कदाचित् ही अच्छे मिलें, वरन् अच्छे न मिलना तो रक्खा ही हुआ है,

(18.722) वैसे हो जो बुद्धि निषिद्ध कर्म कदाचित् प्राप्त न हो तो ही बचती है अन्यथा जो भले-बुरे दोनों कर्मों का समान ही आचरण करती है, (18.723) जैसे कोई योग्यायोग्य का विचार न करके सब जन-समुदाय का निमन्त्रण दे, वैसे ही जो बुद्धि उत्तम कर्म की परख नहीं करती उसे राजसी कहते हैं।

'यया धर्ममधर्मं च'—शास्त्रोंने जो कुछ भी विधान किया है, वह 'धर्म' है अर्थात् शास्त्रोंने जिसकी आज्ञा दी है और जिससे परलोकमें सद्गति होती है, वह धर्म है। शास्त्रोंने जिसका निषेध किया है, वह 'अधर्म' है अर्थात् शास्त्रोंने जिसकी आज्ञा नहीं दी है और जिससे परलोकमें दुर्गति होती है, वह अधर्म है। जैसे, अपने माता-पिता, बड़े-बूढ़ोंकी सेवा करनेमें, दूसरोंको सुख पहुँचानेमें, दूसरोंका हित करनेकी चेष्टामें अपने तन, मन, धन, योग्यता, पद, अधिकार, सामर्थ्य आदिको लगा देना 'धर्म' है। ऐसे ही कुआँ-बावड़ी खुदवाना, धर्मशाला-औषधालय बनवाना, प्याऊ-सदावर्त चलाना; देश, ग्राम, मोहल्लेके अनाथ तथा गरीब बालकोंकी और समाजकी उन्नतिके लिये अपनी कहलानेवाली चीजोंको आवश्यकतानुसार उनकी ही समझकर निष्कामभावसे उदारतापूर्वक खर्च करना 'धर्म' है। इसके विपरीत अपने स्वार्थ, सुख, आरामके लिये दूसरोंकी धन-सम्पत्ति, हक, पद, अधिकार छीनना; दूसरोंका अपकार, अहित, हत्या आदि करना; अपने तन, मन, धन, योग्यता, पद, अधिकार आदिके द्वारा दूसरोंको दुःख देना 'अधर्म' है।

वास्तवमें धर्म वह है, जो जीवका कल्याण कर दे और अधर्म वह है, जो जीवको बन्धनमें डाल दे।

'कार्यं चाकार्यमेव च'—वर्ण, आश्रम, देश, काल, लोक-मर्यादा, परिस्थिति आदिके अनुसार शास्त्रोंने हमारे लिये जिस कर्मको करनेकी आज्ञा दी है, वह कर्म हमारे लिये 'कर्तव्य' है। अवसरपर प्राप्त हुए कर्तव्यका पालन

न करना तथा न करनेलायक कामको करना 'अकर्तव्य' है। जैसे, भिक्षा माँगना; यज्ञ, विवाह आदि कराना और उनमें दान-दक्षिणा लेना आदि कर्म ब्राह्मणके लिये तो कर्तव्य हैं, पर क्षत्रिय, वैश्य और शूद्रके लिये अकर्तव्य हैं। इसी प्रकार शास्त्रोंने जिन-जिन वर्ण और आश्रमोंके लिये जो-जो कर्म बताये हैं, वे सब उन-उनके लिये कर्तव्य हैं और जिनके लिये निषेध किया है, उनके लिये वे सब अकर्तव्य हैं।

जहाँ नौकरी करते हैं, वहाँ ईमानदारीसे अपना पूरा समय देना, कार्यको सुचारुरूपसे करना, जिस तरहसे मालिकका हित हो, ऐसा काम करना—ये सब कर्मचारियोंके लिये 'कर्तव्य' हैं। अपने स्वार्थ, सुख और आराममें फँसकर कार्यमें पूरा समय न लगाना, कार्यको तत्परतासे न करना, थोड़ी-सी घूस (रिश्वत) मिलनेसे मालिकका बड़ा नुकसान कर देना, दस-पाँच रुपयोंके लिये मालिकका अहित कर देना—ये सब कर्मचारियोंके लिये 'अकर्तव्य' हैं।

राजकीय जितने अफसर हैं, उनको राज्यका प्रबन्ध करनेके लिये, सबका हित करनेके लिये ही ऊँचे पदपर रखा जाता है। इसीलिये अपने स्वार्थ और अभिमानका त्याग करके जिस प्रकार सब लोगोंका हित हो सकता है, सबको सुख, आराम, शान्ति मिल सकती है—ऐसे कामोंको करना उनके लिये 'कर्तव्य' है। अपने तुच्छ स्वार्थमें आकर राज्यका नुकसान कर देना, लोगोंको दुःख देना आदि उनके लिये 'अकर्तव्य' है।

सात्त्विकी बुद्धिमें कही हुई प्रवृत्ति-निवृत्ति, भय-अभय और बन्ध-मोक्षको भी यहाँ 'एव च' पदोंसे ले लेना चाहिये।

**'अयथावत्प्रजानाति बुद्धिः सा पार्थ राजसी'**—राग होनेसे राजसी बुद्धिमें स्वार्थ, पक्षपात, विषमता आदि दोष आ जाते हैं। इन दोषोंके रहते हुए बुद्धि धर्म-अधर्म, कार्य-अकार्य, भय-अभय, बन्ध-मोक्ष आदिके वास्तविक तत्त्वको ठीक-ठीक नहीं जान सकती। अतः किस वर्ण-आश्रमके लिये किस परिस्थितिमें कौन-सा धर्म कहा जाता है और कौन-सा अधर्म कहा जाता है? वह धर्म किस वर्ण-आश्रमके लिये कर्तव्य हो जाता है और किसके लिये अकर्तव्य हो जाता है; किससे भय होता है और किससे मनुष्य अभय हो जाता है? इन बातोंको जो बुद्धि ठीक-ठीक नहीं जान सकती, वह बुद्धि राजसी है।

जब सांसारिक वस्तु, व्यक्ति, घटना, परिस्थिति, क्रिया, पदार्थ आदिमें राग (आसक्ति) हो जाता है, तो वह राग दूसरोंके प्रति द्वेष पैदा करनेवाला हो जाता है। फिर जिसमें राग हो जाता है उसके दोषोंको और जिसमें द्वेष हो जाता है, उसके गुणोंको मनुष्य नहीं देख सकता। राग और

**परिशिष्ट भाव**—जो धर्म और अधर्मको तथा कर्तव्य और अकर्तव्यको भी ठीक तरहसे नहीं जानता, वह बन्धन और मोक्षको कैसे जानेगा? नहीं जान सकता। बुद्धि रागात्मिका होनेसे वह इनको ठीक तरहसे नहीं जानता; क्योंकि रागकी मुख्यता होनेसे वह विवेकको महत्त्व नहीं दे पाता। उत्पत्ति-विनाशशील वस्तुओंका रंग चढ़नेसे उसका विवेक लुप्त हो जाता है।
