“पूर्वोक्तम् प्रपञ्चयन्ति - एवम् युञ्जन् इति ||” - Whatever was said in previous verses is further reiterated here. The Self which is abiding in all the creatures is the Supreme Lord. All the creatures too exist in the Self, which is the supreme Lord. He sees the supreme Lord in Brahman as well as in the blade of grass equally in all their glory. “तचोक्तम् - आत्मानं सर्वभूतेषु भगवन्तमवस्थितम् | अपश्यत् सर्वभूतानि भगवत्यपि चात्मनि ||” - He sees the supreme Lord abiding as self in all the creatures, and sees all the creatures in the Self of the supreme Lord. The Supreme Lord abides in all creatures in equal measure.

29 *'His own self dwelling within all beings, and all beings dwelling within his own self: so does the man see who has his self (steadied) in Yoga, and who looks upon everything with an even eye.* 30 *“Who perceives Me (abiding) everywhere, and perceives everything (abiding) in Me: I do not get lost to him, nor does he get lost to Me.”* (391)
The truth is not open to doubt that I dwell in all, as also that all beings live in Me. Soul’s awareness must be turned to grasp this truth, that the world and the Supreme being are one in this way. In fact, Oh Arjuna, one who worships Me, with the feeling of union, evenly seeing Me all alike in all living beings, and in whose heart there dwells no distinction consequent on the superficial distinction between being and being, and who sees my Supreme Self-Essence everywhere, such a person is but Myself. It need not be said that such a one and Myself are but one. The same oneness exists between him and Myself, as exists between the lamp and its light, and he abides in Me as I abide in him. Just as fluidity exists on account of water, or the cavity on account of the sky, in the same way, such a one abides in a form after Mine.

English'Ikṣate yogayuktātmā sarvatra samadarśanaḥ'—The Yogī sees the same divinity in all. As toys made of sugar in the shape of various birds, animals and men are of the same stuff, sugar; various arms and weapons of iron; various toys made of clay and various ornaments of gold, likewise it is the self, that has assumed various forms in the universe. So, a Yogī sees the self, in all objects and beings.
'Yogayuktātmā'—It means, that the mind of the Yogī, by constant practice of meditation is absorbed in the self,
and then his affinity, with the mind breaks off, which has been indicated by the expression, 'Sarvabhūtasthamātmānam sarvabhūtāni cātmani.'
'Sarvabhūtasthamātmānam'—As a worldly person, sees himself in all his limbs, a Yogī, sees his self, in all the creatures. As in a dream, different persons, animals and objects are a man's own creation, and they all disappear when he awakes, similarly a Yogī, sees his own Self, in all beings because there is no such existence of the world, as in a dream, it is transient and kaleidoscopic. It means, that whatever he sees, is his Self.
'Sarvabhūtāni cātmani'—He sees all beings, as assumed in the self. As different colours, are born of light and are seen only in light, and as different objects born of the sun, are seen only in the light of the sun; so does a Yogī, see that all beings are born of the self, merge in the self and are perceived, as assumed ones, in the self. It means, that one sees the entire creation, as a manifestation of the self, only.
In this verse, it is mentioned that a Yogī sees the Self present in all beings, but it is not said that he sees all beings, present in the Self. The reason is, that the Self exists in all the creatures, but the creatures do not have their existence, in the Self, because they are born and decay, while the Self ever remains the same.
His dealings may differ, with different creatures, but he sees all, with an equal eye, as he sees the same divinity, in all.

Swami Ramsukhdas · Modern
The words sarvatra sama-darśana means equal vision everywhere. This means realising the ātma or soul that abides in oneself and abides in other beings is of the same transcendental essence in all beings equally.
This is perceived by spiritual consciousness and this transcendental essence is an attribute equally present in all ātma's.
The equality, sameness and luminosity of the ātma has been perceived by those recipients of mokṣa or liberation when the ātma is divested of its connection with the physical body and material nature.
Inequality as well as indifference and indolence arise from designating the ātma as being non-different from the myriad of multifarious physical manifestations the ātma is embodied by.
The yogi, who mature in dhyāna or meditation has achieved ātma tattva or realisation of the soul, does not discern any differences in the myriad of multifarious physical manifestations but perceives the ātma wherever it may reside in whatever physical or subtle body it manifests in.
This is perceived by the ātma's inherent and essential attribute of transcendental consciousness existing equally in all beings.
Such is actual equal vision and one who perceives the ātma abiding within oneself is of exactly the same essence, nature and quality as the ātma perceived abiding in other beings realises that such beings are equal in this respect.
The conclusion of what Lord Krishna is stating is that all ātma's are eternal, from one eternal essence and that when one's own ātma has been realised and perceived then every beings ātma is realised and be perceived.
