Translation
All beings are evolved from food; production mi of food is dependent on rain; rain ensues Sy from sacrifice, and sacrifice is rooted in prescribed action. Know that prescribed action has its origin in the Vedas, and the Vedas proceed from the Indestructible (God); hence Y the all-pervading Infinite is always present in sacrifice

The earlier reference of sacrifice in cyclical form is not made here. Only the future course of the actions is indicated. These actions are not recommended merely for the sake of similarity. Of course, the clouds are the generating force for the rains, which, in turn, are born out of sacrifice. “When the oblation is offered in (sacrificial) fire in the prescribed manner, it reaches the Sun. From the Sun the rains are produced, food from the rains and thereafter the creatures”, thus, speak the scriptures. There is no contradiction in both the statements that the rains are the product of the Sun and the Ocean. Thus out of the sacrifice, the rains are produced. The offering of oblations to the Gods is referred as sacrifice. Actions are the other acts to be performed.
“कर्म ब्रह्मो जायते एष ह्येव साधु कर्म कारयति | बुद्धिर्ज्ञानम् इत्यादिभ्यः | न च मुख्ये सम्भाव्यमाने पारम्पर्येण पेचरिकं कर्तव्यम् | न च जडानां स्वतः प्रवृत्तिः सम्भवति | एतस्य वा अक्षरस्य इत्यादिसर्वं नियमनश्रुतेश्च | द्रव्यं कर्म च | इत्यादेश्च | अचिन्त्यशक्तिश्चोक्ता | जीवस्य च प्रतिबिम्बस्य विम्बपूर्ववच चेष्टा | न कर्तृत्वम् इत्यादिनिषेधाश्च ||” - Actions are born of Brahman. “Verily, from Him are the noble actions come to be performed”. Similarly, ‘intelligence, wisdom’. When primary meaning is possible, it is not proper to accept secondary meaning as is often done traditionally. Because the gross things cannot manifest by themselves. ‘By Him or by the Imperishable’ are (therefore) the normal words used in the scriptures. ‘The elements, the actions, and the Time’ etc., thus inconceivable power is indicated here. Since the Jivas are but the reflections (pratibimba), all actions, verily, flow from the Bimba (Lord). ‘not the predicated actions’ such statement is made for the sake of denial (to the Jivas).
“अक्षराणि प्रसिद्धानि | तेभ्यो ह्यभिव्यजायते परं ब्रह्म | अन्यथाऽनदिनिधनं अचिन्त्यं परिपूर्णमपि ब्रह्म को जानाति? न च रूढी विना योगाङ्कीकारो युक्तः | परमशाच्च – तस्मात् सर्वगतं ब्रह्म इति | नद्यपकाशब्देन द्विगुक्तेन भेदश्रुतिं विना वस्तुद्वयं कुत्रचिदुच्यते || तानि चाक्षराणि नित्यानि – वाचा विरूप नित्यया, अनाधिनिधना नित्या वागुत्पृष्टा स्वयंभूवा, अत एव च नित्यत्वम् इत्यादि श्रुतिस्मृतिभगवद्वचनेभ्यः || दोषश्चेत्तः सकर्तृत्वे | नचावृद्धिपूर्वमुत्पन्नानि | तत्प्रमाणाभावात् | निश्चित्तशब्दस्त्वत्केशाभिप्रायः | नावृद्धिपूर्वाभिप्रायः ||” - अक्षराणि (immutable Vedas) are those which are well known. From them, the Supreme Brahman came to be revealed. How would Brahman who, though complete in Himself and is without beginning or end and inconceivable, would otherwise have been known? Therefore, it is not proper to accept meaning by inference without discarding the generality of meaning. Therefore, understanding the statement 'all-comprehending Brahman' (is the correct meaning). Because, when in a statement the same word is used twice then there is no justification for applying two separate meanings for the same word. There is also no reason to understand the same word in different senses. The words अक्षराणि, being eternal, statements are made in Shruti, Smriti and Gita, like 'Recite, O Virupa, the eternal (words): Without beginning or end is the speech uttered by the self-evolved (Lord)'. 'Because He is eternal, these (Vedas) are also eternal.' If any one considers Vedas to have been created, then the flaw in such arguments has been referred earlier. Since it could not have been created without prior knowledge. There also being no evidence to that effect, because of the word 'exhaling', used indicates that it is (spontaneous) without any efforts. Not with prior conscious effort is, therefore, the inference.

Similarly, because of the statement like fulfilment of desire - the world of forms. Because it is against the ultimate conclusions being arrived at. This fact has already been clarified earlier. Creation by one who is not independent cannot grant Primacy. His non-Independence (would be established) only if creation is considered to have come about without His prior desire. Then it will be like illness which comes about without person's desire. While referring to the Creation etc. the subject of the presiding divinities comes to be alluded to. In view of it being Eternal, the statement of its having been created etc. has to be understood as 'manifested'. In the process of creation, actuality of creation is assumed. Shatapatha Brahmana is said to have been created (by Yajnyavalkya). How can the Vedas, which were posited in the Sun, may be said to have been created (by Yajnyavalkya)? The statement clarified after deliberation is better than the one spoken on the spu of the moment. The Vedas are the sources, origin, hence, the statement शास्त्रयोनित्वम्. Because of the previous sutra (1.1.2) जन्माद्यस्य - from whom were created - is the evidence which can be quoted. It does neither suggest 'from whom (it - the Vedas) is born' nor His being the cause of Vedas. The object of creating the worlds does not suggest the creation of the Vedas. Because the creation of the wonderful World is in no way superior to the emanation of the Vedas. But this does not lead to the conclusion that 'Brahman is all-comprehending'. If creation of the Vedas is 'all-comprehending', then why not the creator of the world be considered 'all-comprehending one'? Therefore, 'Vedas as the evidence' has only been clarified here. Similarly, 'Akshara' the words as 'nitya' - Eternal etc. Just as by such tradition, Brahman becomes revealed through sacrifices, even so from Him alone those (Vedas) become eternally established in sacrifice. From the Vedas the Jivas become established. This is the (eternal) cycle.

प्रत्यभिज्ञाविरोधद्वचक्राकाऽप्रवेशश्च ||” -For giving birth to vegetation etc. the clouds are known as पर्जन्यः. The actions come to be due to sacrifices and all actions flow from and towards Keshava. Even though He is eternal, He comes to be known through the अक्षर (Vedas). The speech comes to be caused by the creatures; the creatures from food and the food from the clouds. From it the all-comprehending Sri Vishnu comes to be established in sacrifices. Whoever does not maintain this cycle which has thus been set in motion, he indeed, becomes evil and goes to eternal perdition having destroyed the worlds. For ascetics, the sacrifice through mentally spoken speech is suitable. For the forest-dweller, austerities are the sacrifices; while for the householders the performance of all the recommended actions. For those who aspire wisdom of the Brahman, celibacy, reflection, service to the Teacher and such other actions are the proper sacrifices. Fearlessness, charity and study of the Self are the accepted means for all. For householders, charity of wealth and for the forest-dwellers charity of food (is recommended). All these actions should be intensely austere and are for all, thus in Narada Puraana. The words Brahman (the foundation of all manifest forms) and akshara (the Vedas which reveals) are distinct or else the statement ‘from it the all-comprehending Brahman’ becomes contradictory and his place in the cyclical sacrifices becomes uncertain.

15 Know that the source of Karman is in Brahman (=i. the Veda; ii. Primal Matter) and that Brahman (in both senses) has its source in the Akṣara (Immutable Absolute Highest Brahman). Hence, the Brahman, which pervades all (this series), is ever dominant in the Sacrifice. (134)
All the living beings in this world grow on this food that itself springs from rains. The sacrifices are the means of bringing on of the rains—while sacrifices themselves are fruit of Karman (activism) which thus in its turn takes its origin from Brahman, which is revealed in Vedas. The Vedas are thus the manifestations of the Immutable Absolute (Higher Brahman) and therefore the entire universe immoveable as well as moveable is all primarily pervaded by the Supreme Spirit. Know ye, O husband of Subhadrā, (Sister of Lord Krishna) that Sacrifices form the Karman (duty) incarnate and therein dwells the Supreme in the form of the Sacred Vedas.

Hindiइसलिये भी अधिकारीको कर्म करना चाहिये, क्योंकि कर्म जगत्-चक्रकी प्रवृत्तिका कारण है। कैसे? सो कहते हैं—
भक्षण किया हुआ अन्न रक्त और वीर्यके रूपमें परिणत होनेपर उससे प्रत्यक्ष ही प्राणी उत्पन्न होते हैं। पर्जन्यसे अर्थात् वृष्टिसे अन्नकी उत्पत्ति होती है और यज्ञसे वृष्टि होती है।
‘अग्निमें विधिपूर्वक दी हुई आहुति सूर्यमें स्थित होती है, सूर्यसे वृष्टि होती है, वृष्टिसे अन्न होता है और अन्नसे प्रजा उत्पन्न होती है’ इस स्मृतिवाक्यसे भी यही बात पायी जाती है।
ऋत्विक् और यजमानके व्यापारका नाम कर्म है और उस कर्मसे जिसकी उत्पत्ति होती है वह अपूर्वरूप यज्ञ कर्मसमुद्भव है अर्थात् वह अपूर्वरूप यज्ञ कर्मसे उत्पन्न होता है

Hindiसंगति— इस श्लोक से यह निश्चय होता है कि यज्ञशेष अन्न ग्रहण करने से बुद्धि शुद्ध होती है। इससे केवल यही फल मिलेगा या कुछ और भी, इसका समाधान तथा यज्ञ की आवश्यकता अगले श्लोक से बताते हैं—
भावार्थ— यज्ञ से ही सब प्राणी होते हैं, क्योंकि मेघ से अन्न होता है [और अन्न के द्वारा वीर्य से सब प्राणी होते हैं]। मेघ यज्ञ से होते हैं और यज्ञ की उत्पत्ति कर्म से होती है।
व्याख्या— श्रेष्ठ पुरुषों द्वारा सम्पन्न किये हुए विहित यज्ञों के धुएँ से मेघ, मेघ से वर्षा, वर्षा से अन्न, अन्न से वीर्य और वीर्य से प्राणियों की उत्पत्ति होती है। इसीलिये मेघ का नाम 'धूमयोनि' है। अर्थात् संस्कारित धुएँ से मेघ होते हैं। इस प्रकार सृष्टि की उत्पत्ति में यज्ञ से सहायता मिलती है। यहाँ 'भूतानि' शब्द का अर्थ जीव न करके शरीर समझना चाहिये, क्योंकि जीव तो पैदा होने वाली वस्तु नहीं है। अगले श्लोक में कर्मों की उत्पत्ति वेद से बतायी है—

‘अन्नाद्भवन्ति भूतानि’—प्राणोंको धारण करनेके लिये जो खाया जाता है, वह ‘अन्न’ कहलाता है।
जिस प्राणीका जो खाद्य है, जिसे ग्रहण करनेसे उसके शरीरकी उत्पत्ति, भरण और पुष्टि होती है, उसे ही यहाँ ‘अन्न’ नामसे कहा गया है; जैसे—मिट्टीका कीड़ा मिट्टी खाकर जीता है तो मिट्टी ही उसके लिये अन्न है।
जरायुज (मनुष्य, पशु आदि), उद्भिज्ज (वृक्षादि), अण्डज (पक्षी, सर्प, चींटी आदि) और स्वेदज (जूँ आदि)—ये चारों प्रकारके प्राणी अन्नसे ही उत्पन्न होते हैं और उत्पन्न होकर अन्नसे ही जीवित रहते हैं।
‘पर्जन्यादनसम्भवः’—समस्त खाद्य पदार्थोंकी उत्पत्ति जलसे होती है। घास-फूस, अनाज आदि तो जलसे होते ही हैं, मिट्टीके उत्पन्न होनेमें भी जल ही कारण है। अन्न, जल, वस्त्र, मकान आदि शरीर-निर्वाहकी सभी सामग्री स्थूल या सूक्ष्मरूपसे जलसे सम्बन्ध रखती है और जलका आधार वर्षा है।
‘यज्ञाद्भवति पर्जन्यः’—‘यज्ञ’ शब्द मुख्यरूपसे आहुति देनेकी क्रियाका वाचक है। परन्तु गीताके सिद्धान्त और कर्मयोगके प्रस्तुत प्रकरणके अनुसार यहाँ ‘यज्ञ’ शब्द सम्पूर्ण कर्तव्य-कर्मोंका उपलक्षक है। यज्ञमें त्यागकी ही
१-‘अद भक्षणो’ धातुसे ‘क्त’ करनेपर ‘अदोऽनने’ (अष्टा० ३। २। ६८) सूत्रके निपातनसे ‘अन्न’ शब्द बनता है, अन्यथा ‘अदो जन्धित्यपि किति०’ (अष्टा० २। ४। ३६) से ‘जन्ध’ शब्द बनेगा।
२-अन्नाद्भवति खल्विमानि भूतानि जायन्ते। अनने जातानि जीवन्ति। (तैत्तिरीयोपनिषद् ३। २)
मुख्यता होती है। आहुति देनेमें अन्न, घी आदि चीजोंका त्याग है, दान करनेमें वस्तुका त्याग है, तप करनेमें अपने सुख-भोगका त्याग है, कर्तव्य-कर्म करनेमें अपने स्वार्थ, आराम आदिका त्याग है। अतः 'यज्ञ' शब्द यज्ञ (हवन), दान, तप आदि सम्पूर्ण शास्त्रविहित क्रियाओंका उपलक्षक है।
बृहदारण्यक-उपनिषद्में एक कथा आती है। प्रजापति ब्रह्माजीने देवता, मनुष्य और असुर-इन तीनोंको रचकर उन्हें 'द' इस अक्षरका उपदेश दिया। देवताओंके पास भोग-सामग्रीकी अधिकता होनेके कारण उन्होंने 'द' का अर्थ 'दमन करो' समझा। मनुष्योंमें संग्रहकी प्रवृत्ति अधिक होनेके कारण उन्होंने 'द' का अर्थ 'दान करो' समझा। असुरोंमें हिंसा-(दूसरोंको कष्ट देने-) का भाव अधिक होनेके कारण उन्होंने 'द' का अर्थ 'दया करो' समझा। इस प्रकार देवता, मनुष्य और असुर-तीनोंको दिये गये उपदेशका तात्पर्य दूसरोंका हित करनेमें ही है। वर्षाके समय मेघ जो 'द द द...' की गर्जना करता है, वह आज भी ब्रह्माजीके उपदेश (दमन करो, दान करो, दया करो)-के रूपसे कर्तव्य-कर्मोंकी याद दिलाता है (बृहदारण्यक० पाँचवाँ अध्याय, द्वितीय ब्राह्मण, पहलेसे तीसरे मन्त्रतक)।
अपने कर्तव्य-कर्मका पालन करनेसे वर्षा कैसे होगी? वचनकी अपेक्षा अपने आचरणका असर दूसरोंपर स्वाभाविक अधिक पड़ता है-'यद्यदाचरति श्रेष्ठस्ततदेवेतरो जनः' (गीता ३। २१)। मनुष्य अपने-अपने कर्तव्य-कर्मका पालन करेंगे तो उसका असर देवताओंपर भी पड़ेगा, जिससे वे भी अपने कर्तव्यका पालन करेंगे, वर्षा करेंगे। (गीता-तीसरे अध्यायका ग्यारहवाँ श्लोक)। इस विषयमें एक कहानी है। चार किसान-बालक थे। आषाढ़का महीना आनेपर भी वर्षा नहीं हुई तो उन्होंने विचार किया कि हल चलानेका समय आ गया है; वर्षा नहीं हुई तो न सही, हम तो समयपर अपने कर्तव्यका पालन कर दें। ऐसा सोचकर उन्होंने खेतमें जाकर हल चलाना शुरू कर दिया। मोरोंने उनको हल चलाते देखा तो सोचा कि बात क्या है? वर्षा तो अभी हुई नहीं, फिर ये हल क्यों चला रहे हैं? जब उनको पता लगा कि ये अपने कर्तव्यका पालन कर रहे हैं, तब उन्होंने विचार किया कि हम अपने कर्तव्यका
पालन करनेमें पीछे क्यों रहें? ऐसा सोचकर मोर भी बोलने लग गये। मोरोंकी आवाज सुनकर मेघोंने विचार किया कि आज हमारी गर्जना सुने बिना मोर कैसे बोल रहे हैं? सारी बात पता लगनेपर उन्होंने सोचा कि हम अपने कर्तव्यसे क्यों हटें? और उन्होंने भी गर्जना करनी शुरू कर दी। मेघोंकी गर्जना सुनकर इन्द्रने सोचा कि बात क्या है? जब उसको मालूम हुआ कि वे अपने कर्तव्यका पालन कर रहे हैं, तब उसने सोचा कि अपने कर्तव्यका पालन करनेमें मैं पीछे क्यों रहूँ? ऐसा सोचकर इन्द्रने भी मेघोंको वर्षा करनेकी आज्ञा दे दी।
'यज्ञः कर्मसमुद्भवः'-निष्कामभावपूर्वक किये जानेवाले लौकिक और शास्त्रीय सभी विहित कर्मोंका नाम 'यज्ञ' है। ब्रह्मचारीके लिये अग्निहोत्र करना 'यज्ञ' है। ऐसे ही स्त्रियोंके लिये रसोई बनाना 'यज्ञ' है। आयुर्वेदका ज्ञाता केवल लोगोंके हितके लिये वैद्यक-कर्म करे तो उसके लिये वही 'यज्ञ' है। इसी तरह विद्यार्थी अपने अध्ययनको और व्यापारी अपने व्यापारको (यदि वह केवल दूसरोंके हितके लिये निष्कामभावसे किया जाय) 'यज्ञ' मान सकते हैं। इस प्रकार वर्ण, आश्रम, देश, कालकी मर्यादा रखकर निष्कामभावसे किये गये सभी शास्त्रविहित कर्तव्य-कर्म 'यज्ञ'-रूप होते हैं। यज्ञ किसी भी प्रकारका हो, क्रियाजन्य ही होता है।
संखिया, भिलावा आदि विषोंको भी वैद्यलोग जब शुद्ध करके औषधरूपमें देते हैं, तब वे विष भी अमृतकी तरह होकर बड़े-बड़े रोगोंको दूर करनेवाले बन जाते हैं। इसी प्रकार कामना, ममता, आसक्ति, पक्षपात, विषमता, स्वार्थ, अभिमान आदि-ये सब कर्मोंमें विषके समान हैं। कर्मोंके इस विषैले भागको निकाल देनेपर वे कर्म अमृतमय होकर जन्म-मरणरूप महान् रोगको दूर करनेवाले बन जाते हैं। ऐसे अमृतमय कर्म ही 'यज्ञ' कहलाते हैं।
'कर्म ब्रह्मोद्भवं विद्धि'-वेद कर्तव्य-कर्मोंको करनेकी विधि बताते हैं (गीता-चौथे अध्यायका बत्तीसवाँ श्लोक)। मनुष्यको कर्तव्य-कर्म करनेकी विधिका ज्ञान वेदसे होनेके कारण ही कर्मोंको वेदसे उत्पन्न कहा गया है।
'वेद' शब्दके अन्तर्गत ऋग्वेद, यजुर्वेद, सामवेद और अथर्ववेदके साथ-साथ स्मृति, पुराण, इतिहास (रामायण,
* वैवाहिको विधिः स्त्रीणां संस्कारो वैदिकः स्मृतः। पतिसेवा गुरो वासो गृहार्थोऽनिपरिक्रिया ॥ (मनुस्मृति २। ६७) 'स्त्रियोंके लिये वैवाहिक विधिका पालन ही वैदिक संस्कार (यज्ञोपवीत), पतिकी सेवा ही गुरुकुल-निवास (वेदाध्ययन) और गृहकार्य ही अग्निहोत्र (यज्ञ) कहा गया है।
महाभारत) एवं भिन्न-भिन्न सम्प्रदायके आचार्योंके अनुभव-वचन आदि समस्त वेदानुकूल सत्-शास्त्रोंको ग्रहण कर लेना चाहिये।
‘ब्रह्माक्षरसमुद्भवम्’—यहाँ ‘ब्रह्म’ पद वेदका वाचक है। वेद सच्चिदानन्दधन परमात्मासे ही प्रकट हुए हैं (गीता १७। २३)। इस प्रकार परमात्मा सबके मूल हुए।
परमात्मासे वेद प्रकट होते हैं। वेद कर्तव्य-पालनकी विधि बताते हैं। मनुष्य उस कर्तव्यका विधिपूर्वक पालन करते हैं। कर्तव्य-कर्मोंके पालनसे यज्ञ होता है और यज्ञसे वर्षा होती है। वर्षासे अन्न होता है, अन्नसे प्राणी होते हैं और उन्हीं प्राणियोंमेंसे मनुष्य कर्तव्य-कर्मोंके पालनसे यज्ञ करते हैं। इस तरह यह सृष्टि-चक्र चल रहा है।
‘तस्मात्सर्वगतं ब्रह्म नित्यं यज्ञे प्रतिष्ठितम्’—यहाँ ‘ब्रह्म’ पद अक्षर-(सगुण-निराकार परमात्मा-) का वाचक है। अतः सर्वगत (सर्वव्यापी) परमात्मा हैं, वेद नहीं।
सर्वव्यापी होनेपर भी परमात्मा विशेषरूपसे ‘यज्ञ’ (कर्तव्य-कर्म) में सदा विद्यमान रहते हैं। तात्पर्य यह है कि जहाँ निष्कामभावसे कर्तव्य-कर्मका पालन किया जाता है, वहाँ परमात्मा रहते हैं। अतः परमात्मप्राप्ति चाहनेवाले मनुष्य अपने कर्तव्य-कर्मोंके द्वारा उन्हें सुगमतापूर्वक प्राप्त कर सकते हैं—‘स्वकर्मणा तमभ्यर्च्य सिद्धिं विन्दति
मानवः’ (गीता १८। ४६)।
शंका—परमात्मा जब सर्वव्यापी हैं, तब उन्हें केवल यज्ञमें नित्य प्रतिष्ठित क्यों कहा गया है? क्या वे दूसरी जगह नित्य प्रतिष्ठित नहीं हैं?
समाधान—परमात्मा तो सभी जगह समानरूपसे नित्य विद्यमान हैं। वे अनित्य और एकदेशीय नहीं हैं। इसीलिये उन्हें यहाँ ‘सर्वगत’ कहा गया है। यज्ञ (कर्तव्य-कर्म)-में नित्य प्रतिष्ठित कहनेका तात्पर्य यह है कि यज्ञ उनका उपलब्धि-स्थान है। जमीनमें सर्वत्र जल रहनेपर भी वह कुएँ आदिसे ही उपलब्ध होता है, सब जगहसे नहीं। पाइपमें सर्वत्र जल रहनेपर भी जल वहींसे प्राप्त होता है, जहाँ टोंटी या छिद्र होता है। ऐसे ही सर्वगत होनेपर भी परमात्मा यज्ञसे ही प्राप्त होते हैं।
अपने लिये कर्म करनेसे तथा जड़ता (शरीरादि)-के साथ अपना सम्बन्ध माननेसे सर्वव्यापी परमात्माकी प्राप्तिमें बाधा (आड़) आ जाती है। निष्कामभावपूर्वक केवल दूसरोंके हितके लिये अपने कर्तव्यका पालन करनेसे यह बाधा हट जाती है और नित्यप्राप्त परमात्माका स्वतः अनुभव हो जाता है। यही कारण है कि भगवान् अर्जुनको, जो कि अपने कर्तव्यसे हटना चाहते थे, अनेक युक्तियोंसे कर्तव्यका पालन करनेपर विशेष जोर दे रहे हैं।
सम्बन्ध—सृष्टिचक्रके अनुसार चलने अर्थात् अपने कर्तव्यका पालन करनेकी जिम्मेवारी मनुष्यपर ही है। अतः जो मनुष्य अपने कर्तव्यका पालन नहीं करता, उसकी ताड़ना भगवान् आगेके श्लोकमें करते हैं।
All beings have their existence in nourishment, from rain food is produced. These two facts are matters of common experience —'From sacrifice comes rain' this is known from the Scriptural passages such as;—
'The oblations offered in fire reach the sun, and from the sun comes rain' (Manu, 3.76), —and sacrifice consists of activities such as collecting of the materials, and other similar actions by the sacrificer.
