“पुरुषः प्रकृतिस्थ इत्यत्र पुरुषशब्दो जीवे | उभयोरपि पुरुषशब्देन पूर्वं प्रस्तुतत्वात् || यथायोग्यमुपस्यात् | निरालम्बनो भ्रमो नोपपद्यत इत्यस्यापि भ्रमत्वोपपत्ते | तत्प्रमाणमप्यप्रमाणमेव | प्रमाणत्व | सुखदुःखादिविशयं ज्ञानमात्मस्वरूपमेवति तस्य भ्रमत्वे छद्मना विनैव शून्य वादो भवति | नहि वृत्तिज्ञा |” - Purusha should be understood to mean the Jiva. Earlier also both the Lord and the Jiva have been referred by the word Purusha. Hence the word should be used accordingly in proper context. In this verse, Purusha enjoys the attributes of Prakriti is in order to refute the arguments of those who aver that the relationship of the body and its organs of sense with the actions or instrument of action is illusory. It is nowhere observed that the internal experiences of the knowledge and no-knowledge, pleasure and pain are the products of delusion. Their illusory sense is never accepted. Only those concerned with the external contacts of the body may appear to be illusory, but not those concerned with internal experiences. The external experiences should be considered as illusory only when there enough weighty evidences are available.
“स्वतन्त्रकारणं तु परम् एवेत्याह - उपदृष्टाऽनुमन्तेति | - सर्वेभ्य उपरो दृष्टा यदुपदृष्टानामकः | स्वातन्त्र्यात् स्वानुकूल्येन मत्या प्रेरयति स्म यत् | अनुमन्तेति कथितः स्वयं प्रभुरजो हरिः | महाशक्तिर्यतो विष्णुर्महेश्वर इतीरितः | परमत्वाच्च तस्यैव ह्यनुमन्तुत्वमुच्यते | स एव सर्वदेहेषु देहिनोऽन्यो व्यवस्थितः || इति च | मां विद्धि सर्वक्षेत्रेषु इति देहेऽप्युक्तः | तेनाहमेव स इति दर्शयति ||” - The Supreme Lord is the Independent cause. the Witness, Ordainer thus has been clarified. Since He is the witness, the overseer on all others, He is known as उपद्रष्टा. Since according one's own volition, he energizes the mind independently, He is known as अनुमन्ता, Sri Hari is the Lord. Since extremely powerful, He is called Sri Vishnu. Since He is the supreme among all, He alone is the Ordainer. He alone abides separately within each of all the bodies, having said - know Me to be abiding in all सर्वक्षेत्र, abiding in the bodies. Such assertion shows that He alone IS.

He (Purusha) stands stiff and erect in Prakriti (as her Sustainer) in the way does the supporting pole of the creeper-plant 'Jai' (जाई), but their nature is as divergent as that of the earth and the sky. He stands, Oh Kiriti, firm and immovable like the Mountain Meru, on the bank of the river in the form of Prakriti, and casts his reflection in it (river) but does not drift along with its current. Prakṛiti appears and vanishes but (on the contrary) Purusha is already eternal, and as such he is the dictator of all things from the God Brahmā down to insignificant grass (स्तम्ब). Prakṛiti exists solely because of him and gives birth to the entire universe through his power and therefore he is Prakṛiti's husband. The universe she has created since time immemorial, Oh Kirīti, is dissolved in Purusha at the end of each aeon. He is the Supreme Lord of Prakṛiti — (महद्ब्रह्म-Supreme Brahma) and the control of the entire universe rests in his hands, and with his unbounded pervasion he can measure the entire world-(affairs). He is that person Supreme, designated as dwelling within the (living) body, It is said there is a person who exists beyond the bounds of Prakṛiti and he is this Purusha.

English'Upadraṣṭānumantā ca bhartā bhoktā maheśvaraḥ'—The
Puruṣa (spirit), is eternal, all-pervading, immovable, constant and everlasting (Gītā 2/24). As the Puruṣa, observes the body, an evolute of prakṛti, He becomes a witness.
He, is the permitter, because He gives advice and permission, in the performance of actions.
He, by identifying himself with the individual body, sustains the body by providing food, water and other necessities, and protects it from cold and heat etc. So, He is the sustainer.
By identifying Himself with the body, He undergoes all sorts of experiences. He experiences pleasure and pain, in favourable and unfavourable, circumstances. So, He is the experiencer.
He regards Himself, as the Lord of the body, senses, mind, intellect, wealth and property etc. So He is called the Great Lord.
'Paramātmeti cāpyukto dehe'sminpuruṣaḥ paraḥ'—The Spirit, dwelling in this body, is really the same, which has been termed as the 'Supreme Soul', in the scriptures. In spite of its residence, in the body, it has no affinity with it. Though it dwells in the body, it neither acts, nor is tainted (13/31).
In this verse, the Spirit dwelling in the body, has been called by different names, as a man is called by different names (such as father, uncle, brother and grandfather etc.,) according to the relationship it bears, though it is the same.
**Appendix**—In fact the Puruṣa (spirit) is transcendental (untainted and unattached) but having relationship with others, he becomes a witness, a permitter etc. As a man becomes a father by having relationship with a son, he becomes a son by bearing relationship with the father, he becomes a husband by bearing relationship with the wife and he becomes a brother by bearing relationship with a sister. All these relations are in order to perform one's duty, rather than to have the sense of mine (possession). The real Self is totally unattached and untainted.
Here the purpose of giving several epithets such as 'upadraṣṭā'
(witness), 'anumantā' (permitter) etc., is to express unity that the Self is only one. In the topic of knowledge the description of both Prakṛti and Puruṣa is important. Therefore here all the terms such as 'upadraṣṭā', 'anumantā' and 'īśvara' etc., are to be taken to stand for (denote) Puruṣa.
Link:—Having described 'Prakṛti' and 'Puruṣa', from the nineteenth verse to the twenty-second verse, the Lord in the next verse, declares the reward of knowing the two, in reality.

Hindiउसीका फिर साक्षात् निर्देश किया जाता है—
(यह आत्मा) उपद्रष्टा है अर्थात् स्वयं क्रिया न करता हुआ पासमें स्थित होकर देखनेवाला है। जैसे कोई यज्ञविद्यामें कुशल अन्य पुरुष स्वयं यज्ञ न करता हुआ, यज्ञकर्ममें लगे हुए पुरोहित
और यजमानोद्वारा किये हुए कर्मसम्बन्धी गुण- दोषोंको तटस्थभावसे देखता है, उसी प्रकार कार्य और करणोंके व्यापारमें स्वयं न लगा हुआ उनसे अन्य-विलक्षण आत्मा उन व्यापारयुक्त कार्य और करणोंको समीपस्थभावसे देखनेवाला है।
अथवा देह, चक्षु, मन, बुद्धि और आत्मा—ये सभी द्रष्टा हैं, उनमें बाह्य द्रष्टा शरीर है और उससे लेकर उन सबकी अपेक्षा अन्तरतम—समीपस्थ द्रष्टा अन्तरात्मा है। जिसकी अपेक्षा और कोई आन्तरिक द्रष्टा न हो, वह अतिशय सामीप्यभावसे देखनेवाला होनेके कारण उपद्रष्टा होता है (अतः आत्मा उपद्रष्टा है)।
अथवा (यों समझो कि) यज्ञके उपद्रष्टाकी भाँति सबका अनुभव करनेवाला होनेसे आत्मा उपद्रष्टा है।
तथा यह अनुमन्ता है—क्रिया करनेमें लगे हुए अन्तःकरण और इन्द्रियादिकी क्रियाओंमें संतोषरूप अनुमोदनका नाम अनुमनन है, उसका करनेवाला है।
अथवा यह इसीलिये अनुमन्ता है कि कार्यकरणकी प्रवृत्तिमें स्वयं प्रवृत्त न होता हुआ भी उनके अनुकूल प्रवृत्त हुआ—सा दीखता है।
अथवा अपने व्यापारमें लगे हुए अन्तःकरण और इन्द्रियादिको उनका साक्षी होकर भी कभी निवारण नहीं करता, इसलिये अनुमन्ता है।
तथा यह भर्ता है, चैतन्यस्वरूप आत्माके भोग और अपवर्गकी सिद्धिके निमित्तसे संहत हुए चैतन्यके आभासरूप शरीर, इन्द्रिय, मन और बुद्धि आदिका स्वरूप धारण करना भी भरण है और वह चैतन्यरूप आत्माका ही किया हुआ है, इसलिये आत्माको भर्ता कहते हैं।
आत्मा भोक्ता है। अग्निके उष्णत्वकी भाँति नित्य- चैतन्य आत्मसत्तासे समस्त विषयोंमें पृथक्-पृथक् होनेवाली जो बुद्धिकी सुख-दुःख और मोहरूप प्रतीतियाँ हैं, वे सब चैतन्य आत्माद्वारा ग्रस्त की हुई-सी दीखती हैं, अतः आत्माको भोक्ता कहा जाता है।
आत्मा महेश्वर है। वह सबका आत्मा होनेके कारण और स्वतन्त्र होनेके कारण महान् ईश्वर है, इसलिये महेश्वर है।
वह परमात्मा है। अविद्याद्वारा प्रत्यक् आत्मारूप माने हुए जो शरीरसे लेकर बुद्धिपर्यन्त (आत्मशब्दवाच्य पदार्थ) हैं। उन सबसे उपद्रष्टा आदि लक्षणोंवाला आत्मा परम (श्रेष्ठ) है—इसलिये वह परमात्मा है।
श्रुतिमें भी ‘वह भीतर व्यापक परमात्मा है’ इन शब्दोंसे उसका वर्णन किया गया है।
ऐसा आत्मा कहाँ है; वह अव्यक्तसे पर पुरुष इसी शरीरमें है जो कि ‘उत्तमः पुरुषस्त्वन्यः परमात्मेत्युदाहृतः’ इस प्रकार आगे कहा जायगा और जो ‘क्षेत्रज्ञं चापि मां विद्धि’ इस प्रकार पहले कहा जा चुका है तथा जिसकी व्याख्या करके उपसंहार किया गया है

Hindi(13.1022) पुरुष प्रकृति के बीच खड़ा है, परन्तु इस प्रकार कि जैसे जुही की बेल का आश्रयभूत खम्भा। वस्तुतः उसमें और प्रकृति में पृथ्वी और आकाश का अन्तर होता है। (13.1023) हे किरीटी! यह पुरुष प्रकृति-नदी के वट का मेरु है, जो उसमें प्रतिबिम्बित तो होता है परन्तु उसके प्रवाह से वह नहीं जाता।
(13.1024) प्रकृति का जन्म और नाश होता है परन्तु वह बना ही रहता है। अतएव वह ब्रह्मदेव से ले कर सब विश्व का शासनकर्ता है।
(13.1025) प्रकृति उसके कारण जीती है। उसी के होते हुए वह जग उत्पन्न करती है। इसलिए वह उसका भर्ता है।
(13.1026) हे किरीटी! अनन्त काल में ये सृष्टियाँ मिल कर कल्पान्त के समय जिसके पेट में प्रवेश करती हैं,
(13.1027) वह माया का स्वामी ब्रह्माण्डगोल का चालक अपनी अपारता के द्वारा प्रपंच की गणना करता है।
(13.1028) इस देह के बीच जिसे परमात्मा कहते हैं सो वही है।
(13.1029) हे पाण्डुसुत! ऐसा जा कहा जाता है कि प्रकृति के परे एक वस्तु है सो यथार्थ में वही पुरुष है।

Hindiभावार्थ— वह पुरुष इस देह में स्थित हुआ भी इससे परे है, क्योंकि वह उपद्रष्टा, अनुमन्ता, भर्ता, भोक्ता, महेश्वर और परमात्मा कहा गया है।
व्याख्या— इस श्लोक में कहे हुए विशेषण केवल शुद्ध-चेतन के नहीं हैं, किन्तु भिन्न-भिन्न उपाधियों के कारण उसके ये नाम हैं। माया के साथ सम्बन्ध होने से वह भर्ता (ईश्वर) है और अविद्या के साथ मिलने से वह भोक्ता (जीव) है। किन्तु इनसे सम्बद्ध होने पर भी वह तीनों देहों से अतीत है। इन शरीरों से परे जो पुरुष है वही साक्षी होने के कारण उपद्रष्टा है, वही समष्टि साक्षी शुद्ध-चेतन है। पञ्चकोश का साक्षी होने के कारण वह अनुमन्ता है। अर्थात् सबको अनुभव करने वाला और अनुमति देने वाला है। उसका मौन रहना ही उसकी अनुमति है—‘मौनं स्वीकृतिलक्षणम्।’ प्रवृत्ति और निवृत्ति दोनों बुद्धि के कार्य हैं, और वह बुद्धि का साक्षी है, इसलिये अनुमन्ता है। वही भर्ता है अर्थात् भरण-पोषण करने वाला है, क्योंकि आत्मा की सत्ता के बिना चिदाभास कुछ भी नहीं कर सकता। वही मन-बुद्धि को स्फूर्ति देता है अतः जीवरूप से भोक्ता है। अथवा जैसे सूर्य अन्धकार को भोग लेता है अर्थात् लीन कर देता है उसी प्रकार अविद्या को ध्वंस करके वह अपने में स्थित हो जाता है तथा बोध होने पर अव्यक्त से लेकर स्थूलपर्यन्त सम्पूर्ण प्रपञ्च को खा जाता है, इसलिये वह भोक्ता है। वही महेश्वर-महान् ईश्वर है क्योंकि कीली पर चाक के समान सारा संसार-चक्र उसी पर घूम रहा है। तथा वही परमात्मा है, उससे आगे और कोई आत्मा (अपना स्वरूप) नहीं है।
इस श्लोक में ‘च’ और ‘अपि’ से समष्टि-व्यष्टि साक्षियों की एकता दिखलाई है, जैसे कि घटाकाश और महाकाश की एकता है।
यहाँ 'उपद्रष्टा' से 'भोक्ता' तक के विशेषण व्यष्टिसाक्षी के हैं तथा 'महेश्वर' और 'परमात्मा' से समष्टि साक्षी के विशेषण हैं। 'अपि' शब्द इन्हें पूर्व विशेषणों से जोड़ता है, अतः सूचित होता है कि ये दोनों एक ही हैं, यहाँ क्षेत्रज्ञ का प्रसंग है, अतः महेश्वर और परमात्मा भी स्वरूप को ही कहा है, किसी अन्य को नहीं।

Hindi'उपद्रष्टानुमन्ता च भर्ता भोक्ता महेश्वरः'—यह पुरुष स्वरूपसे नित्य है, सब जगह परिपूर्ण है, स्थिर है, अचल है, सदा रहनेवाला है (गीता—दूसरे अध्यायका चौबीसवाँ श्लोक)। ऐसा होता हुआ भी जब यह प्रकृति और उसके कार्य शरीरकी तरफ दृष्टि डालता है अर्थात् उनके साथ अपना सम्बन्ध मानता है, तब इसकी 'उपद्रष्टा' संज्ञा हो जाती है।
यह हरेक कार्यके करनेमें सम्मति, अनुमति देता है। अतः इसका नाम 'अनुमन्ता' है।
यह एक व्यक्ति शरीरके साथ मिलकर, उसके साथ तादात्म्य करके अन्न-जल आदिसे शरीरका पालन-पोषण करता है; शीत-उष्ण आदिसे उसका संरक्षण करता है।
अतः इसका नाम 'भर्ता' हो जाता है।
यह शरीरके साथ मिलकर अनुकूल परिस्थितिके आनेसे अपनेको सुखी मानता है और प्रतिकूल परिस्थितिके आनेसे अपनेको दुःखी मानता है। अतः इसकी 'भोक्ता' संज्ञा हो जाती है।
यह अपनेको शरीर, इन्द्रियाँ, मन, बुद्धि तथा धन, सम्पत्ति आदिका मालिक मानता है। अतः यह 'महेश्वर' नामसे कहा जाता है।
'परमात्मैति चाप्युक्तो देहेऽस्मिन् पुरुषः परः'—पुरुष सर्वोत्कृष्ट है, परम आत्मा है, इसलिये शास्त्रोंमें इसको 'परमात्मा' नामसे कहा गया है। यह देहमें रहता हुआ भी देहके सम्बन्धसे स्वतः रहित है। आगे इसी अध्यायके
इकतीसवें श्लोकमें इसके विषयमें कहा गया है कि यह शरीरमें रहता हुआ भी न करता है और न लिप्त होता है। इस श्लोकमें एक ही तत्त्वको भिन्न-भिन्न उपाधियोंके सम्बन्धसे 'उपद्रष्टा' आदि पदोंसे सम्बोधित किया गया है, इसलिये इन पृथक्-पृथक् नामोंसे पुरुषके ही स्वरूपका
**परिशिष्ट भाव**—वास्तवमें पुरुष 'पर' ही है, पर अन्यके सम्बन्धसे वह उपद्रष्टा, अनुमन्ता आदि बन जाता है। जैसे, मनुष्य पुत्रके सम्बन्धसे 'पिता', पिताके सम्बन्धसे 'पुत्र', पत्नीके सम्बन्धसे 'पति', बहनके सम्बन्धसे 'भाई' आदि बन जाता है। ये सम्बन्ध अपने कर्तव्यका पालन करनेके लिये ही हैं, ममता करनेके लिये नहीं। वास्तविक स्वरूप तो 'पर' अर्थात् सर्वथा सम्बन्धरहित ही है।
यहाँ उपद्रष्टा, अनुमन्ता आदि अनेक उपाधियोंका तात्पर्य एकतामें है कि चेतन तत्त्व वास्तवमें एक ही है। ज्ञानके प्रकरणमें प्रकृति और पुरुष दोका ही वर्णन मुख्य है। अतः यहाँ आये उपद्रष्टा, अनुमन्ता, ईश्वर आदि सब शब्द 'पुरुष'के वाचक समझने चाहिये।
**सम्बन्ध**—उन्नीसवें श्लोकसे बाईसवें श्लोकतक प्रकृति और पुरुषका विवेचन करके अब आगेके श्लोकमें उन दोनोंको तत्त्वसे जाननेका फल बताते हैं।
The Puruṣaḥ or the manifestation of the Supreme Lord Krishna transcends both the body and the mind dwelling within all sentient beings as paramātma the Supreme Soul
and is upadṛṣṭa or the impartial witness who by means of the will directs the operations pertaining to the physical body and
anumanta or sanctions the activities performed by all Jīvas or embodied beings that lead to joy and grief in pursuing activities in material existence.
Thus by virtue of ruling, supporting and guiding the Jīvas the Puruṣaḥ is the Maheśvaraḥ, the Supreme controller of the physical body, the senses and the mind of all Jīvas.
The conjunctive particle api meaning also refers to the epithet of great lord which denotes that as far as the body is concerned it applies to paramātma as well.
The phrase puruṣaḥ paraḥ means that the Supreme Being as paramātma is to be differentiated and separate due to its unlimited omnipresence within all Jīvas, from the ātma or individual soul which is localised within each Jīva,
Although both are immortal and possess the omniscient propensities of infinite cognizance and divine consciousness.
