Translation
Having enjoyed the extensive heaven-world, they return to this world of mortals on the stock of their merits being exhausted. Thus devoted to the ritual with interested motive recommended by the three Vedas (as the means of attaining heavenly bliss), and seeking worldly enjoyments, they repeatedly come and go (i.,e., ascend to heaven by virtue of their merits and return to earth when their fruit has been enjoyed).

“तथापि मद्भजनमेवान्यदेवताभजनाद् वरम्, इति दर्शयति - त्रैविद्या इत्यादिना ||” - Even then he shows that worshipping the supreme Lord rather than propitiation of other gods is superior, thus Sri Krishna demonstrates here.
“अनन्याः अन्यदचिन्तयित्वा | तथा हि गौतमखिलेषु - सर्वे परित्यज्य मनोगतं यद् विना देवं केवलं शुद्धमाद्यम् | ये चिन्तयन्तीह तमेव धीरा अनन्यास्ते देवमेवाऽविशन्ति || इति | कामः कालेन महता एकान्तित्वात् समाहितैः | शक्यो द्रष्टुं स भगवान् प्रभासन्दृप्यमण्डलः || इति मोक्षधर्मे | नित्यमभितः सर्वतो युक्तानाम् ||” - अनन्य means those who do not think of anyone else, thus in Gautam Section: “Renouncing all the desires in mind, when nothing else than the Pure, Primal Lord is reflected upon, they the thinkers, verily, being ananya attain Me”. Thus in Moksha Dharma, “By desires which are superior to time, being in communion with all faculties concentrated, it is possible to see the Resplendent Lord, enveloped in the circle of the Light.” Ever, in all respects, with all equanimity.
To remove the doubt Sri Krishna explains that “He is the subject of all the sacrifices”.

Gītā Tātparya NirṇayaSanskritEnglishOn verses 9.20–9.23
“अनन्यदेवतायागाद् भक्त्युद्रेकादकामनात् | सदा योगाच्च वैशिष्ट्यं त्रैविद्याद् वैष्णवादपि || स्याद्वि भगवतस्यैव तेन ब्रह्मादयोऽखिलाः | अश्वमेधादिभिर्ज्ञैरपि केशवयाजिनः || वैष्णवा इति बुद्ध्यैव मानयन्त्यन्यदेवताः || इत्याग्नेये | सम्यग् गुणगणज्ञानादुपासा पर्युपासना || इति च |” - Superior to those who worship other gods through sacrifices mentioned in the three Vedas encouraged by the fruits thereof, are those Vaishnavas (devotees of Vishnu), who without any desires in mind, being equanimous with Me are in communion with Me. Therefore, the worship of Brahma and other gods, performance of ashwamedha (horse-sacrifice) etc., are also sacrifices to Keshava, since they have Sri Vishnu as the goal. Men of Wisdom consider such devotees as, verily, Vaishnavas, thus, in Agni Puraana. Performance of meditation (up asana) knowing such extensive attributes of the Supreme Self, is itself the supreme meditation.

English21 'They, after enjoying the spacious Heavenly world, as their merit gets exhausted, re-enter the region of mortals. Thus those who routine-wise (anu) have betaken themselves unto the Pathway of the Threefold Lore—cherishing desires—earn (only) the going-up and the coming-down. (328) No sooner does the stock of merit sink and dry up than the glory of Indra's majesty fades and those souls of sacrificial followers descend into the Mortal world. The plight of these men of sacrificial faith is indeed no less pitiable than the lot of vicious man, who, when he has squandered his money on concubines, is not allowed even to tap their door. These men are thus lost to My everlasting Presence, since they are led astray into the path of yearning for heavenly enjoyment: Vain indeed is their ascent into the immortal region, for they come back to the mortal world in the end. And long and laborious is the road to this mortal world, wending through the den of mother's womb for nine months to hatch the mortal tenement into a birth in a cycle of births and deaths. One chances upon a treasure in a dream which is nought on waking up: So ephemeral is the heavenly bliss enjoyed by these Knowers of Vedic sacrifice. Even the masters of Vedic lore, Oh Arjuna, not realising Me, have lived a life, that is as vain and hollow as the chaff without the grain.
Therefore without Me, the supreme unity, the path of Rituals taught by the three Vedas is unavailing. Now know ye naught but Me; so shalt thou dwell in eternal bliss.

English'Te taṁ bhuktvā svargalokaṁ viśālam kṣiṇe puṇye martyalokaṁ viśanti evaṁ trayidharmamanuprapannā gatāgataṁ kāmakāmā labhante'—The heavenly world, has been called extensive, because
it is vast, there age is longer, and pleasures are, in abundance.
Those who want to go to heaven, instead of depending on God, rely on actions with interested motive, enjoined by the three Vedas. They go to heaven and are obliged to return to this world, after their merits run out. Here again, they acquire merits and thus, the wheel of going and coming back, revolves.
If the meaning of 'Pūtapāpā', of the previous verse, is taken, as those who are purged of all sins and the meaning of 'Kṣīṇe puṇye', is taken as those whose merits are destroyed, it means, that being free from all sins and merits, they should have been liberated from bondage. But they do not attain liberation, they, rather go and come. So the terms, mean that they are purged of only those sins which are obstacles to go to heaven; and their merits are exhausted after enjoying, heavenly pleasures. Therefore, reference is not, in context of the exhaustion of all their sins and merits.

(9.329) जैसे वेश्या का भोग लेते लेते जब सब द्रव्य खर्च हो जाता है तो फिर उसकी देहली नहीं खूँदी जाती वैसे ही, क्या वर्णन करूँ, उन दीक्षितों को भी लज्जास्पद स्थिति हो जाती है;

Swami Ramsukhdas · Modern

They return to the material realm when the positive Karma which is the cause of the experience of heaven is exhausted. After enjoying the trifling and transient pleasures of heaven, they return to Samsāra again and again.
But the great beings (followers of Vedanta) meditating on Krishna, who is incomparably dear to them, obtain boundless and unsurpassed bliss and do not return to Samsāra.
Śrī Krishna describes their distinguishing features:—
