If gods and seers existed earlier, they would have known Him through their comprehensive awareness. The implication being that they did not exist earlier and saying अहं आदिहि they could not have known Him earlier, the creation being subservient to Him. This is only to remind that all creation has originated from Him, having further declared - ‘I am the origin and the dissolution of all the universe’.
“उक्तं चेतत् सर्वमन्त्र्यापि - को अद्धा वेद क इह प्र वोचत् कुत इयं विसृष्टिः | अवाग् देवा अस्य विसर्जनेनाथा को वेद यत आवभूव || इति | न तत्प्रभावमुपयश्च देवा विदुः कुतोऽन्येऽल्पधृतिप्रमाणाः | इति च ऋग्वेदखिलेषु | अन्यस्त्वर्थो यो मामजाम् इति वाक्यशेषादेव ज्ञायते ||” - In other places also it having been said in Rigveda - “Who, verily, knows and who can here declare; whence was it born and whence was this creation ! Later were the gods than the world’s creation. Who, then, can declare whence it came first in existence !”. “When not even the gods and seers could fathom His splendour, how could one with limited knowledge know?”. The assertion that “I who am unborn” is also reiterated.

English2 "Neither the Hosts of Heaven nor the great Sages know my birth; for, I am, in all respects, the beginning of the Gods and of the great Sages. (64)
Here in declaring my glory the very Vedas were struck dumb. Mind and vital breath were crippled in their effort to reach Me; and the Sun and the Moon suffered an eclipse even without the night. It is as vain for the offspring in the womb to gauge the mother's age, as for all the Gods to know me. As well might fish of the sea fathom the depth of waters or the fly cover the very canopy of sky; so, not all the wisdom of the great Sages can penetrate into my being. Kalpas—Aeons (कल्प—one thousand Yugas or 432 million years make a Kalpa) have rolled on in the march of time and have been spent in peeping into mysteries as to who I am, how great, of whose making, and of what age. The truth is that neither the great Sages and Gods, nor all the living beings could have access to my eternal being, Oh Pāndav, since I am the beginning of them all. If water running down-hill ever rise up to the top, or the up-growing tree ever start down-spreading and reach the very roots, then only can the world, of created things hope to have access, to my being. Or were the seedling ever to cover the entire world-globe to be covered up in one single atom, then only may all created beings formed out of myself, the Gods, the Sages, and all others be able to know Me.

English'Na me viduḥ suragaṇāḥ prabhavaṁ na maharṣayaḥ'—Though, bodies, intellects, worlds and materials of the gods, are divine, yet they do not know, the Lord's origin, of His incarnations and His divine glories etc. They are unable to know Him, in His entire form; and His vision is difficult, for them. They are, always eager to behold His form (Gītā 11/52).
Even seers or liberated souls, possessing uncommonly divine powers, who have risen above the world, don't know, the secret of His origin, completely.
Here the Lord has mentioned gods and great seers, having divine experience, because the gods, hold the highest rank next to the Lord, and great seers possess, the highest knowledge. They do not know Him, because whatever power, intellect, resources, they have at their disposal, have been given by the Lord and so, these are limited. So, how can the limitless Lord, be known by limited power and resources etc.? As the birth and marriage of a mother, remains beyond the access of a son, the gods and
the seers, who emanate from the Lord, don't know Him, who is their cause. The effect can merge in the cause, but cannot know it. Similarly, seers cannot know Him, their cause. They can merge in Him. The whole universe including the gods and the seers, emanates from Him, and merges into Him.
Gods and sages cannot know the beginning, the end and the interim (the present), of the Lord and how He is and in how many forms, He has manifested Himself. They cannot know His dimensions and limits. The reason is, that He was the same, when they were born and He will remain the same when they merge or die. So, how can they, whose bodies are born and die, know the beginningless, endless and limitless God, with their limited intellect, ability and power etc. How can the limitless be confined to a limited intellect?
In the fourteenth verse of this chapter, also the Lord declares, that neither the gods nor the demons know His manifestation, because the gods are ever engaged in enjoying heavenly pleasures, while demons in knavery and beguilement. Thus, gods have no time to know, Him and demons cannot know Him, by their knavery and beguilement.
**Appendix**—Whatever the Lord declared in the third verse of the seventh chapter by the expression 'manuṣyāṇārī sahasreṣu', He declares the same here by the expression 'na me viduḥ'. Why do they not know God? The reason is that He is the prime cause, in all respects of gods, as well as of the great sages. In the twenty-sixth verse of the seventh chapter also the Lord declared, 'I know the created beings of the past, the present and the future but no one knows Me.' Therefore Arjuna also in the fourteenth and fifteenth verses says, 'Neither the gods nor the demons know You but You alone know Yourself by Yourself.'
In this verse the Lord has disclosed His sovereign secret. The Lord is not known by knowledge, intellect, ability and power etc., but He is known by the faith and belief of the inquisitive
devotee and by His own grace.

Hindi64) मुझे जानने के विषय में वेद गूँगे हो गये हैं, मन और प्राण पंगु हो गये हैं, और सूर्य चन्द्र बिना ही रात के अस्त हो गये हैं।
(10.65) अजी, पेट का गर्भ जैसे अपनी माता की अवस्था नहीं जानता वैसे ही समस्त देव भी मुझे सर्वथा नहीं जानते।
(10.66) और जलचरों को जैसे समुद्र का प्रमाण दिखाई नहीं देता, मशक जैसे आकाश का उल्लंघन नहीं कर सकते, वैसे ही महर्षियों का ज्ञान भी मुझे नहीं जान सकता।
(10.67) मैं कौन हूँ, कितना बड़ा हूँ, किससे कब उत्पन्न हुआ हूँ, इन बातों का निर्णय करते हुए कल्प बीत गये हैं। (10.68) क्योंकि महर्षियों का, इन देवों का और सब प्राणिमात्र का आदि-कारण मैं ही हूँ। इसलिए हे पाण्डव! मुझे जानना अघटित है।
(10.69) पर्वत से उतरा हुआ जल यदि फिर पर्वत पर चढ़े, वृक्ष बढ़ते बढ़ते यदि जड़ को पहुँच जाय तभी मुझसे उत्पन्न हुआ जगत् मुझे जान सकेगा;
(10.70) अथवा यदि बड़ के अंकुर में सम्पूर्ण वटवृक्ष हाथ लगे, यदि तरंग में समुद्र भरा जा सके, यदि परमाणु में यह भूगोल समा जाय,
(10.71) तभी मुझसे उत्पन्न हुए प्राणियों को, महर्षि अथवा देवों को, मुझे जानने के लिए अवकाश हो सकता है (अर्थात् तभी वे मुझे जान सकते हैं)।
(10.72) तथापि यदि कदाचित् कोई बाह्य-प्रवृत्ति छोड़ कर सब इन्द्रियों की ओर पीठ फेर दे,
(10.73) अथवा प्रवृत्त भी हो तो तुरन्त ही पलट आवे, तो वह देह का पीछे छोड़ महाभूतों के शिखर पर चढ़ सकता है,

Hindiभावार्थ— मेरे जन्म के रहस्य को देवता और महर्षि भी नहीं जानते, क्योंकि मैं ही सब प्रकार देवता और महर्षियों का आदि कारण हूँ।
व्याख्या— देवता इसलिये नहीं जानते कि स्वर्ग भोग-भूमि है और भोग प्रधान होने के कारण वे भजन नहीं कर सकते। फिर बिना भजन किये वे भगवदवतार का रहस्य कैसे जान सकते हैं। महर्षि लोग भी कर्मकाण्ड में लगे रहते हैं, अतः वे भी इसे नहीं जानते—‘यत्कर्मि न विजानाति’। अतः भक्त के अतिरिक्त भगवान् के रहस्य को कोई नहीं जान सकता।
भगवान् शंकराचार्य ने भी यही अर्थ किया है कि केवल भक्त ही मुझे जान सकता है। आगे श्लोक १४ में भी कहते हैं कि ‘नहि ते भगवन् व्यक्तिविदुर्देवा न दानवाः।’ भगवान् के स्वरूप को न जानने का कारण यह भी है कि जिसका कोई निमित्त या उपादान कारण होता है वही वस्तु जानी जा सकती है। भगवान् का अवतार तो स्वेच्छा से
होता है और वे स्वयं ही सबके आदि-कारण हैं। इसके सिवा सबके द्रष्टा और अधिष्ठान होने के कारण भी वह किसी के ज्ञेय नहीं हो सकते। स्वप्न-द्रष्टा को कोई स्वप्न-पुरुष कैसे जान सकता है। इसलिये भी उन्हें कोई नहीं जानता।
प्रश्न— यदि भगवान् आदि कारण होने के कारण देवता और महर्षियों के ज्ञेय नहीं हैं तो भक्तों के भी तो वे आदि कारण हैं, वे भी कैसे उनकी महिमा जान सकते हैं?
उत्तर— भगवान् की तरह भक्त भी अनादि हैं। भक्तों के लिये ही तो उनका अवतार होता है। अतः वे ही उनके अवतार का रहस्य जान सकते हैं। भक्तों से भगवान् की आत्मीयता है, इसलिये उनसे वे कोई दुराव नहीं रखते।

Hindi‘न मे विदुः सुरगणाः प्रभवं न महर्षयः’—यद्यपि देवताओंके शरीर, बुद्धि, लोक, सामग्री आदि सब दिव्य हैं, तथापि वे मेरे प्रकट होनेको नहीं जानते। तात्पर्य है कि मेरा जो विश्वरूपसे प्रकट होना है, मत्स्य, कच्छप आदि अवताररूपसे प्रकट होना है, सृष्टिमें क्रिया, भाव और विभूतिरूपसे प्रकट होना है, ऐसे मेरे प्रकट होनेके उद्देश्यको, लक्ष्यको, हेतुओंको देवता भी पूरा-पूरा नहीं जानते। मेरे प्रकट होनेको पूरा-पूरा जानना तो दूर रहा, उनको तो मेरे दर्शन भी बड़ी कठिनतासे होते हैं। इसलिये वे मेरे दर्शनके लिये हरदम लालायित रहते हैं (गीता—ग्यारहवें अध्यायके बावनवें श्लोकमें)।
ऐसे ही जिन महर्षियोंने अनेक ऋचाओंको, मन्त्रोंको,
विद्याओंको, विलक्षण-विलक्षण शक्तियोंको प्रकट किया है, जो संसारसे ऊँचे उठे हुए हैं, जो दिव्य अनुभवसे युक्त हैं, जिनके लिये कुछ करना, जानना और पाना बाकी नहीं रहा है, ऐसे तत्त्वज्ञ जीवनमुक्त महर्षि लोग भी मेरे प्रकट होनेको अर्थात् मेरे अवतारोंको, अनेक प्रकारकी लीलाओंको, मेरे महत्त्वको पूरा-पूरा नहीं जानते।
यहाँ भगवान्ने देवता और महर्षि—इन दोनोंका नाम लिया है। इसमें ऐसा मालूम देता है कि ऊँचे पदकी दृष्टिसे देवताका नाम और ज्ञानकी दृष्टिसे महर्षिका नाम लिया गया है। इन दोनोंका मेरे प्रकट होनेको न जाननेमें कारण यह है कि मैं देवताओं और महर्षियोंका सब प्रकारसे आदि हूँ—‘अहमादिर्हि देवानां महर्षिणां च सर्वशः।’ उनमें जो
१-न शक्यं तन्मया भूयस्तथा वक्तुमशेषतः ॥
परं हि ब्रह्म कथितं योगयुक्तेन तन्मया। (महाभारत, आश्व० १६। १२-१३)
‘(भगवान् अर्जुनसे बोले—) वह सब-का-सब उसी रूपमें फिर दुहरा देना अब मेरे वशकी बात नहीं है। उस समय योगयुक्त होकर ही मैंने परमात्मतत्त्वका वर्णन किया था।’
२-बुद्धः स्निग्धस्य शिष्यस्य गुरवो गुह्यमप्युत। (श्रीमद्भा० १। १। ८; १०। १३। ३)
‘गुरुजन’ अपने प्रेमी शिष्यको गुप्त-से-गुप्त बात भी बतला दिया करते हैं।’
गृह्णु तत्त्व न साधु दुरावहि। आरत अधिकारी जहं पावहि ॥ (मानस, बाल० ११०। १)
कुछ बुद्धि है, शक्ति है, सामर्थ्य है, पद है, प्रभाव है, महत्ता है, वह सब उन्होंने मेरेसे ही प्राप्त की है। अतः मेरेसे प्राप्त किये हुए प्रभाव, शक्ति, सामर्थ्य आदिसे वे मेरेको पूरा कैसे जान सकते हैं? अर्थात् नहीं जान सकते। जैसे बालक जिस माँसे पैदा हुआ है, उस माँके विवाहको और अपने शरीरके पैदा होनेको नहीं जानता, ऐसे ही देवता और महर्षि मेरेसे ही प्रकट हुए हैं; अतः वे मेरे प्रकट होनेको और अपने कारणको नहीं जानते। कार्य अपने कारणमें लीन तो हो सकता है, पर उसको जान नहीं सकता। ऐसे ही देवता और महर्षि मेरेसे उत्पन्न होनेसे, मेरा कार्य होनेसे कारणरूप मेरेको नहीं जान सकते, प्रत्युत मेरेमें लीन हो सकते हैं।
तात्पर्य यह हुआ कि देवता और महर्षि भगवान्के आदिको, अन्तको और वर्तमानकी इयत्ताको अर्थात् भगवान् ऐसे ही हैं, इतने ही अवतार लेते हैं—इस माप-
तौलको नहीं जान सकते। कारण कि इन देवताओं और महर्षियोंके प्रकट होनेसे पहले भी भगवान् ज्यों-के-त्यों ही थे और उनके लीन होनेपर भी भगवान् ज्यों-के-त्यों ही रहेंगे। अतः जिनके शरीरोंका आदि और अन्त होता रहता है, वे देवता और महर्षि अनादि-अनन्तको अर्थात् असीम परमात्माको अपनी सीमित बुद्धि, योग्यता, सामर्थ्य आदिके द्वारा कैसे जान सकते हैं? असीमको अपनी सीमित बुद्धिके अन्तर्गत कैसे ला सकते हैं? अर्थात् नहीं ला सकते।
इसी अध्यायके चौदहवें श्लोकमें अर्जुनने भी भगवान्से कहा है कि आपको देवता और दानव नहीं जानते; क्योंकि देवताओंके पास भोग-सामग्रीकी और दानवोंके पास माया-शक्तिकी अधिकता है। तात्पर्य है कि भोगोंमें लगे रहनेसे देवताओंको (मेरेको जाननेके लिये) समय ही नहीं मिलता और माया-शक्तिसे छल-कपट करनेसे दानव मेरेको जान ही नहीं सकते।
**परिशिष्ट भाव**—सातवें अध्यायके तीसरे श्लोकमें भगवान्ने 'मनुष्याणां सहस्रेषु' पदोंसे जो बात कही थी, वह यहाँ 'न मे विदुः' पदोंसे कहते हैं। वे भगवान्को क्यों नहीं जानते—इसका हेतु बताते हैं कि मैं सब तरहसे देवताओं और महर्षियोंका आदि हूँ। सातवें अध्यायके छब्बीसवें श्लोकमें भी भगवान्ने कहा है कि भूत, भविष्य और वर्तमानके सब प्राणियोंको मैं जानता हूँ, पर मेरेको कोई नहीं जानता। इसलिये अर्जुनने भी आगे चौदहवें-पन्द्रहवें श्लोकोंमें कहा है कि आपको न देवता जानते हैं और न दानव ही जानते हैं, प्रत्युत आप स्वयं ही अपने-आपसे अपने-आपको जानते हैं।
इस श्लोकमें भगवान्ने 'राजगृह्य' बात कही है। भगवान् विद्या, बुद्धि, योग्यता, सामर्थ्य आदिसे जाननेमें नहीं आते, प्रत्युत जिज्ञासुके श्रद्धा-विश्वाससे एवं भगवत्कृपासे ही जाननेमें आते हैं।
**सम्बन्ध**—पूर्वश्लोकमें कहा गया कि देवता और महर्षिलोग भी भगवान्के प्रकट होनेको सर्वथा नहीं जान सकते, तो फिर मनुष्य भगवान्को कैसे जानेगा और उसका कल्याण कैसे होगा? इसका उपाय आगेके श्लोकमें बताते हैं।
The myriad hosts of devas totally 330 million in charge of universal management throughout all creation and even the great liberated sages who are highly illuminated and capable of super subtle perception knowing past, present and future are both not incognizant of the Supreme Lord Krishna's prabhavam which is His supreme, sublime divine appearance.
This means that they are not aware of the transcendental nature of His rūpa or form, His guṇa or attributes, His Līlas or pastimes, and His dhāma or abode.
In every way Lord Krishna is the cause and the source of the essence, intelligence and power possessed by all gods, devas and sages.
Whatever intelligence and power they have is limited corresponding to the measure of entitlement warranted and which is awarded solely by the Supreme Lord according to their merits. This is what makes them have their position and makes them devas and great sages.
Their consciousness being limited it is impossible for them to fathom Lord Krishna divine, transcendental nature which is inconceivable to comprehend with the mind.
Yet now such knowledge although inconceivable will be revealed by Lord Krishna, which will remove the irascible impediments and obnoxious obstacles that detrimentally impede bhakti or loving devotion to the Supreme Lord from germinating and growing.
