Wherever the demoniac may chance to take birth, these vile, evil, degraded living entities who blaspheme and spite the Supreme Lord are kept revolving in samsāra or the perpetual cycle of birth and death and flung into lower and more degraded forms of life.

Since the demoniac adamantly desire to be irreversibly opposed to the Supreme Lords Krishna's divine will, He permits them to pursue their wishes and they are hurled into demoniac wombs birth after birth in order that their aversion to Him will be increased.

Impelled by the Supreme Lord's sanction their desires are satisfied and they receive the opportunity in a suitable demoniac environment to exercise their free will and voraciously vent their vile, evil and degraded nature.

On verses 16.18–16.20

“येऽतिमानेन मन्यन्ते परमेशोऽहमित्यपि | मिथ्या जगदिदं सर्वे भ्रमजत्वान् तिष्ठति | मिथ्यात्वान्नेश्वरोऽस्यास्ति परेभ्यो न च जायते | स्वसिन्नपि तथाऽन्यस्मिन् नियन्ताऽन्य इतीरिति | प्रद्विपन्त्यसुरास्ते तु सर्वे यान्यधरं तमः | अयोग्यशक्तकामाच्च लोभाच्चात्मसमर्पणे | तच्चवेदिषु कोपाच्च तमस्तेपं न दुर्लभम् | अक्षागमानुमानां च स्वोक्तेरपि विरोधिनः | यस्मात् तेऽतोऽसुरा ज्ञेया एवमन्येऽपि तादृशाः | ये तु विष्णुं परं ज्ञात्वा यजन्तेऽनन्यदेवताः | प्रत्यक्षाद्यविसंवादिज्ञानादेव विमुक्तिगाः इति ब्रह्मवैवर्ते ||” - Those who think that ‘I am the Supreme Lord’ or who considers this world to have been established as nothing but as an illusion and (further) since the world is an illusion there is no Lord to organize it, or no one has created it, or who despises if informed that both ourselves and others are controlled by the Supreme Lord, all these, verily, are demonic and will attain the world of darkness. The unworthy Jivas, who assume no difference between them and the Supreme Lord, who do not surrender their selves to Him showing undue desire or poverty of intellect and hatred towards worthy souls, for them the world of darkness is not impossible. Contradicting direct perception and authority of the Vedas, those who speak this world to be illusion are assuredly a-suras. The men of wisdom, who knowing Sri Vishnu as the Supreme Lord and being men of wisdom propitiate no other divine beings, such ones become eligible for deliverance, thus in Brahma Vaivartaka Purana.

Being conscious of the blissful stages, divinities are said to attain greater happiness than the asuras (the unenlightened). That means the gandharvas (celestial beings), the lowest of the human beings and gods may attain deliverance. Further in विमोक्षाय the preposition वि makes it clear that even in deliverance there exists gradation (taratamya). It is but natural that the Jiva is a god, a-sura, or a human being because of their natural attributea and there can never be any change in their inclination. Because of curse some like Prahlad become born as asuras, but this asura attribute is not natural to them. Therefore, they attain their natural attribute of the gods. Like the alum which is clear, appears red with association of red flower, these appear to be asura because of the effect of the curses. But that is not a permanent stain and it cannot change their inherent divine attribute. Therefore the ones with divine attributes becoming eligible for the love of Sri Hari become fit for deliverance. They are not capable of being unhappy.

19 "These my haters, cruel and unholy as they are,—the vilest of men—I continually hurl down, amongst the mundane existences, invariably into the Demoniac wombs. (405)

Now hear as to how I deal with those that behave thus inimically towards me. They abide in human form and behave indifferently with the world (i.e. turn their face against humanity) and therefore I deprive them of the form and deal with them (as I do). I make those fools abide in Tamasic orders that constitute the dunghill of the locality of misery, and wherein flows the dirty water of towns in the form of worldly affairs. I make them tigers and scorpions in barren tracts, which cannot grow even grass. Suffering intensely from the pangs of hunger they wrench out and eat their own flesh and die, and come to birth again in the same order over and over again: or I give them birth in reptile orders and shut them up in their suffocating narrow holes (बिळे), where on account of the heat of their own poison, their very skin gets burnt. These wicked men do not get rest even for a small measure of time required for exhalation (of breath). In this way I do not release them from these miseries for inordinately long periods of time before which even crores of Kalpas (one Kalpa or 432 millions years = 1 day of Brahmadev) would compare short. This in fact is the first stage of the long journey leading to their ultimate destination. How could they then not be made to suffer more dreadful miseries after they reach the ultimate destination?

'Tānahaṁ dviṣataḥ krūrānsamsāreṣu narādhamān'—The demoniac nature, (described in the fifteenth verse of the seventh chapter and the twelfth verse of the ninth chapter) has been explained in detail, from the seventh verse to the eighteenth verse of this chapter. Now, (concluding this topic in the nineteenth and the twentieth verses of the chapter) the Lord declares, that such people who bear malice for other people, and are bent upon doing ill to them, and possessing a demoniac nature, are very cruel. They take delight in, committing violence. They are the worst of men, because the beings dwelling in hell, are becoming pure, after receiving the fruits of their evil deeds, while they by committing cruel deeds, are paving their way to hell. Therefore, in the Rāmacaritamānasa, it is mentioned, that it is better to reside in hell than to have the company of wicked or vile persons, because their company creates such seeds, which are not destroyed even after getting, their fruits in hell and eighty-four lac forms, of lives.

The Lord, has declared that desire is the root of all sins (3/37). When a man has a desire to earn more money, he adopts wrong means, such as falsehood, fraud and knavery and even commits sins, such as smuggling and robbery, and does not

even hesitate to commit murder. Thus, he becomes more and more cruel. So, he has to bear pain in the wombs of demons, and also in foul hell.

'Kṣipāmyājasramaśubhānāsuriṣveva yoniṣu'—To call these people, by their name, to see them and to remember them, is very unholy. Such people are called 'Aśubhān' (evil-doers). The Lord, hurls such cruel persons, according to their nature, into the wombs of demons i.e., He sends them, into the wombs of cruel beings such as dogs, tigers, lions, snakes and scorpions etc., not only once, but again and again so that they may be purged of their sins.

Actually every being is a fragment of God, and so man is His. The Lord is a disinterested friend, of all beings. So by regarding these as His own, He despatches them into the wombs of cruel beings, to purify them of all their sins. Thus, being purified they, may attain eternal bliss or salvation. He is different from other friends and kinsmen, who provide comfort and luxuries to a man whom they regard as their own and enable him to get entangled, in worldly pleasures.

As a good teacher, punishes a pupil, so that he may become learned, the most merciful Lord, throws even atheists into wombs of demons, so that they may be purified of their sins, and attain salvation, because He regards them, as His own.

(16.409) वहाँ वे भूख से अत्यन्त व्याकुल हो निज को ही काट-काट खाते और मर-मर कर फिर जन्म लेते ही रहते हैं;

(16.410) अथवा मैं उन्हें सर्प बनाता हूँ जो बिल में अटका हुआ निज की विषाग्नि से अपने ही शरीर की त्वचा जला लेता है;
