English20 “When, with the sole thought of giving away, a gift is given, to one who has not (previously) obliged (the giver), and with (due consideration of propriety as regards) place, time, and recipient: that gift is pronounced as Sattva-dominated. (266)
(In the case of Sāttvic charities): He gives away in charity with the greatest regard, whatever wealth he earns acting strictly according to his own religion (duty). If good seed is available, there is (often) felt the want of good fertile soil; similar is the state experienced in regard to charity. If one (luckily) secures an invaluable gem, one finds it difficult to get gold for preparing a socket for setting it (gem) in. If both these (gem as also gold) are at hand, a (beautiful) body (limb) for wearing such an ornament is needed. When luck is in ascendance, there automatically comes in an assembly of a holiday, a dear one and also riches. In that way when the Sattva Guna comes to the help of charities, there automatically assemble together place, time, recipient and riches,—all suitable for the purposes of charity. Therefore, for making suitable charities, one must try and seek out either Kurukshetra or Kāshi, but in the absence of these, one may resort to any other place of similar sanctity. Then one should find out an auspicious occasion such as the eclipse of the Sun or the Moon, or any other pure and holy occasion like that, at such a time and place should be found a person deserving of being given charities—one who is purity incarnate. He should be the very abode of good conduct, commercial centre (for the dissemination) of Vedic knowledge, and also a holy gem amongst Brahmins. Then one should completely surrender to such a one (donor’s) ownership and mastery over the riches in the way a wife surrenders her person to her beloved Lord (husband), or in the way a righteous person returns to the depositor his deposit kept in trust with him, and becomes free and absolved, or in the way the royal page after tendering to the king ‘Tāmbūl’ (ताबूल-betel-leaf with betel-nut etc. prepared for chewing) rests at ease. In that way should be given charities in the form of land, etc. with a motive-free mind, nay, no expectation whatever of a fruit should in fact be allowed to arise in the mind. The recipient selected should also be such that there should not exist any possibility of the return by him of the charities in one form or the other. No reply is ever received to a call made to the sky, or no reflection could ever be seen on the reverse side of a mirror; or a ball dashed against marshy ground does not rebound and get back into the hands of the one dashing it; or fodder placed for consumption before a dedicated bull, or an honour done to an ungrateful person never displays any sort of reciprocity. In that way, (it should be seen that) charity once given does in no way and in no form whatever come back to the giver. There should not also linger in the mind any distinctive feeling that one is the donor and the other is the 'donee'. Charity given under such requisite conditions is, Oh Warrior, Sattva—dominated one, and is the best amongst all charities. A Charity made under conditions in every way suitable in regard to the place, time and the (worth of) the recipient, constitutes a pure and justifiable (following the Scriptures) charity.

EnglishHere in this verse, there are two kinds of gifts: (i) A gift is made to one, from whom no return is expected, and regarding it as a duty. (ii) It is made at a proper place and time and to a worthy person.
'Dātavyamiti yaddānam diyate'nupakāriṇe deśe kāle ca pātre ca'—A person, should offer a gift while regarding it, as his duty. He has to give things in charity to others, because he has wrongly claimed these, as his own. One, who has got possession over some things, has responsibility to give these to others. So, he should make a gift without expecting any return, at all, here or hereafter.
Whom should it be given? The answer is, that it should be given to those, who have neither done good to him, nor there is any possibility of getting return in future. It does not mean, that he should not give to those, who have done him good. But it means, that by doing so he should not regard it, as a gift. He cannot repay the debt of persons, who have done good to him, by merely making a gift. So he must help them, without regarding it as a gift (charity). A gift, which is made with expectation of some return, is called rājasika.
The expression 'Deśe kāle ca pātre ca', has a double meaning and both of these should be taken here in this context.
(i) A gift should be made, at a place, where it is needed i.e., it should be made, in the place which is affected (e.g.,) by drought, flood and famine etc. It should be made at a time, when it is needed. It should be made to a needy person.
(ii) It should be made at a place of pilgrimage, such as the Ganges, the Yamunā, the Godāvarī rivers or Kurukṣetra, Prayāga
and Kāśī etc., and on sacred occasions, such as the full moon and the last day of the dark fortnight Śaṅkrānti, (the passage of the sun from one zodiacal sign to another) etc., to a learned person, who is well-versed in the scripture, or to a pious and virtuous, hermit or beggar, or to any other deserving candidate.
‘Taddānaṁ sāttvikaṁ smṛtam’—Such a gift, is held to be sāttvika. Actually, all things in the universe, are not anyone’s personal property, they belong to all the beings. So, a thing should be given to a person who needs it, because he has a claim on it. It should be given to him, because it actually belongs to him. It means that we have assumed, the things which are not ours, as ours. So, we should give these to him, who needs them, with the conviction that actually such things do not belong to us, but they belong to him, who needs them.
Thus a gift, by making which, any connection with the thing gifted, and with its reward, and with the act of making the gift, is totally renounced, is called ‘sāttvika’.
Appendix—This ‘Sāttvika charity’ is in fact renunciation. This is not the charity about which it has been said “If you offer charity, it bears its fruit a thousand times”, because in it there is affinity with ‘the reward of a thousand*’. But in renunciation affinity is cut asunder. The charity which is made with the hope of a return becomes ‘rājasa’—‘yattu pratyupakārārtham’ (Gītā 17/21). In order to negate this ‘rājasa’ notion, here the term ‘anupakāriṇe’ has been used.
The mode of goodness in the Gītā has been described ‘anāmaya’ (flawless) (Gītā 14/6) because it is conducive to renunciation. In ‘Sattvaguṇa’ (the mode of goodness) affinity is renounced; in ‘Rajoguṇa’ affinity is established; in ‘Tamoguṇa’ delusion is caused.
* supātradānācca bhaveddhanādhyo dhanaprabhāveṇa karoti puṇyam, puṇyaprabhāvāt suralokavāsī punardhanādhyāh punareva bhogī. kupātradānācca bhaveddaridro dāridcadoṣeṇa karoti pāpam, pāpaprabhāvānnarakam prayāti punardaridraḥ punareva pāpī.
According to the Gītā, performance of action for the welfare of others is 'Yajña'; to remain cheerful everytime is 'Tapa' and to offer the thing to a person with the conviction that 'it belongs to him', is 'dāna'. The performance of sacrifice; penance and charity with a selfish motive is the demoniac or devilish nature.

Swami Ramsukhdas · Modern
It is a duty to offer dānaṁ or charity to worthy recipients.
Lord Krishna explains that dānaṁ that is offered without expectation of reward, hopes for services or wishing anything in return, that is offered at an auspicious place, at an auspicious time,
to spiritually enlightened Vaiṣṇava brāhmaṇas steeped in the conclusive knowledge of the Vedic scriptures,
is to be understood as the best of dānaṁ and situated in sattva guṇa the mode of goodness.
